- Intent to Sole Source The 42nd Contracting Squadron at Maxwell AFB, AL hereby gives notice of its intent to award a sole source contract to East View Information Services, Inc.. 10601 Wayzata Boulevard Minneapolis, MN 55305 USA. The North American Industry Classification System (NAICS) Code is 519130 and the small business size standard is 1000 employees. Description of the Requirement: Annual access to the China Academic Journals (Series G). China Academic Journals (CAJ) is a searchable full-text database of Chinese academic journals. The subscriptions are for features that include: Digital library of publications from the People's Republic of China. CAJ Series G cover political, military affairs and law. It provides full text access to 691 Chinese language academic journals published in China since 1994. Users can search, browse, and download full-text articles. MSFRIC's mission is to support courses taught at Air University. Muir S. Fairchild Research Information Center patrons (including Air War College, Air Command and Staff College, School of Advanced Air and Space Studies, and Blue Horizons students, faculty and distance learners) requires access to reliable academic research. This database is an important resource for AU faculty and students conducting primary source research on China. In addition, the China Aerospace Studies Institute (CASI) will require access to this database in order to fulfill their mission to support academic research at Air University. NOTES OF IMPORTANCE: 1. This is not a request for quotes and no solicitation is available. 2. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received in response to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. 3. Respondents are discouraged from submitting any information deemed competition-sensitive or proprietary. 4. Respondents will not be reimbursed for any costs incurred in responding to this intent to sole source (ISS). Information submitted will not be returned to the respective respondents. 5. Oral submissions of information will not be considered in response to this ISS. This sole source procurement is under the authority of FAR 13.106-1(b). This will be a firm-fixed price contract for a period of performance of: Base Year: 01 Oct 2016 - 30 Sep 2017 Option Year 1: 01 Oct 2017 - 30 Sep 2019 Option Year 2: 01 Oct 2019 - 30 Sep 2021 To assist the Government in determining if this acquisition is available for competition, please provide the following information: 1. GENERAL INFORMATION: Company's full name, business size, address, point of contact and telephone number. 2. CAPABILITIES: Please address the following regarding your capabilities in meeting the requirement described above. a. Is your company capable of meeting the entire requirement? Please respond "Yes or No." b. If your response to question 2a. above is "Yes", please provide supporting documentation that clearly demonstrates your company's ability to meet this requirement. c. Please provide any additional information that the Government should consider in determining if this requirement should be considered for competition. 3.
