Description
The National Institute of Standards and Technology (NIST), Office of Acquisition and Agreements Management (OAAM), Acquisition Management Division (AMD) proposes to enter into a contract on a basis of other than full and open competition for the Physical Measurement Laboratory's (PML) Thermodynamic Metrology Group (TMG). The statutory authority permitting other than full and open competition as implemented by the Federal Acquisition Regulation (FAR) Subpart 13.106-1(b). The Acquisition Management Division (AMD) at the National Institute of Standards and Technology (NIST) intends to procure a Fluke Calibration PG9602 Piston Gauge under a Firm Fixed Price Contract using Simplified Acquisition Procedures for Commercial Items (FAR Parts 12 and 13). A fundamental mission of the Thermodynamic Metrology Group (TMG) is to provide SI traceable calibrations to the thermodynamic SI units of pressure and temperature. This project modernizes an outdated and antiquated calibration service. This purchase of an automated piston gauge pressure standard system is a necessary part of the ongoing upgrade of the Piston Gauge Calibration Service. To meet mission requirements, the TMG requires an automated mass handler which can robotically load and unload the masses onto the piston assembly but, it is critical that the gauges are able to meet the required dimensional tolerances as well. The minimum requirements for the piston-cylinder units is: (a) a one piston-cylinder unit manufactured from tungsten carbide; (b) nominal pressure to mass area of 100 kPa/kg, maximum with 100 kg of 10,000 kPa; (C) piston fall rate in N2 at 500 kPa to be 0.3 mm/min or less; (d) theoretical distortion coefficient to be 2.5 x 10-6 MPa-1 or less; (e) stroke of piston shall be greater than 6 mm. The piston gauge platform must: (a) be equipped with access for mounting two platinum resistance thermometers; (b) Center deflection of PG platform under vacuum and full mass load to be 0.137 mm or less. Change in angular tilt of center mounting post shall be 0.0020 degrees or less. Center deflection and change in angular tilt can be determined by finite element analysis; (c) Location of piston-cylinder reference level, with respect to the vacuum base plates, shall be documented to a standard uncertainty of 0.1 mm; (d) Vertical operating position of cylinder shall be measured electronically to a resolution of 0.01 mm or better. Uncertainty of difference between operating position and piston-cylinder reference level shall be 0.2 mm or less; (d) Measurement of cylinder rotation shall have a precision of 1 rpm or less; (d) All active electrical components shall be placed remotely from the piston gauge platform.; (e) Platforms shall be suitable for use under vacuum, with base plate appropriate for sealing. Additionally, and most importantly, the project requires two near-identical units which are able to work together. NIST purchased another one of these units in the past for use with another project. The Fluke Calibration PG9602 Piston Gauge system is proprietary and there is no other manufacturer that produces a piston gauge platform and piston-cylinder assembly that is compatible with its AMH and mass set. This piston gauge pressure standard system will benefit PML TMG in multiple ways. It will provide hands-off operation, that will be combined with other upgrades already in place. The system will reduce staff time, and provide reduced uncertainties to NIST calibration customers and faster turn-around due to the automation. The North American Industry Classification System (NAICS) code for this acquisition 334519, with a size standard of 500 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by August 22, 2016 will be considered by the Government.
