Description

Justification The Naval Surface Warfare Center Panama City Division intends to award a sole‑source firm fixed price purchase order SysLink Consulting LLC of 30 Green Street, Beacon, NY 12508-3810for technical support services to enhance NSWC PCD's computer simulation system, PC-ACOLOR, which models the 'acoustic color' of objects on the ocean bottom in littoral regions. This effort is not suitable for full and open competition for the following reasons. The NSWC PCD PC-ACOLOR computer simulation is based on the Syslink Consulting VISTA software system, and its use in NSWC PCDs model will be greatly accelerated by re-collaborating with the original developer of the VISTA software. The Syslink Consulting LLC software is proprietary and the expertise in its working is not available from any other source. This support is a follow-on to NSWC PCD purchase order N61331-15-P-0090. The period of performance for the order will be for 90 days after award of the order with an option for an additional 90 days of support estimated total value $60,000.00. Delivery F.O.B. Destination to the Naval Support Activity - Panama City, Receiving Officer, Building 100, 101 Vernon Avenue, Panama City, FL 32407-7018. NAICS 541511. The Small Business Size Standard is $27.5M.
