Description
The U.S. Department of Agriculture, ARS, WBSC, Stoneville, Mississippi, intends to award a sole source procurement to LGC Genomics, LLC 100 Cummings Center, Beverly, MA for a bundled package of: a fluorescent 384-well plate reader configured specifically for reading the proprietary KASP genotyping technology assays. The Oktopure High Throughput DNA Extraction Robot will be used for daily DNA isolation in a genotyping lab. The following specifications will be included in the purchase: Bundle of filter-based multi-mode microplate reader and associated software pre-loaded on laptop computer for proprietary KASP analysis of wheat single nucleotide polymorphisms (SNPs) The reader needs to be optimized for detection of low volume (3ul) of KASP SNP using 384 and 96 well microplates. The following specifications were basic requirements for the application: Detection mode: Fluorescence intensity - including FRET (fluorescence resonance energy transfer) capability Measurement modes: Top reading, Endpoint and Kinetic measurements, Sequential Multi-Excitation measurements, Sequential Multi-Emission measurements, Ratiometric measurements Microplate formats: User definable 96 and 384 wells plates Optical filters: FAM, HEX and ROX optics supplied as standard Sensitivity: Fl < 0.2 fmol / well Fluorescein Software: License-free reader control software package and single license for Klustercaller Analysis software from LGC to analyze data from reader to call KASP SNP genotypes. Software must be pre-installed on provided laptop computer. Service Agreement: 12 month service agreement on OKTOPURE robot for DNA extraction, coverage dates 8/19/16-8/18/17. LGC Genomics, LLC is the only company capable of bundling the KASP genotyping capabilities of the plate reader and software with the service on the DNA extraction system. LGC Genomics, LLC owns the proprietary KASP genotyping technology the proprietary KlusterCaller software for analyzing the data from KASP genotyping assays. The software is not sold independently of the fluorescent plate reader. LGC Plate Reader is the only plate reader that have been configured by LGC to analyze KASP data using a LGC proprietary software called Klustercaller. The LGC plate reader is required for reading the data of KASP and analyze the data for research. LGC is the only known company capable of meeting the research mission for routine KASP SNP analysis. LGC KASP chemistry for SNP analysis is also proprietary to LGC Genomics, LLC. LGC Genomics is the only known company to make and repair the Oktopure system, and the Oktopure system is proprietary to LGC Genomics, LLC. Service from other companies is not available. Both the Oktopure system and KASP are the two most important equipment pieces necessary for daily marker analysis in the research unit's genotyping lab for research and service. In addition, using of both DNA isolation and marker analysis systems from the same company significantly reduces cost of maintenance and provides consistent data for research and service. Pursuant to the authority of 41 U.S.C. 253(c) (1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements The equipment will be located at the USDA, ARS, Hard Winter Wheat Genetics Research Unit, in Manhattan, KS. The Government intends to award a firm fixed price purchase order on or about August 23, 2016. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 12 PM Central Standard Time, August 22, 2016. Information received will be considered solely for determining whether to conduct a competitive procurement.
