Description
U.S. Fish and Wildlife Service, Anchorage, AK has a requirement for a commercial item or service. This combined synopsis/solicitation is prepared in accordance with the format in FAR Subpart 12.6 (as supplemented with additional information included in this notice). This posting will be referred to under Request for Quotation (RFQ) Number F16PS01161. This announcement constitutes the only solicitation. A written solicitation will be issued and attached to this posting for reference only. This RFQ falls under procedures in FAR Parts 12 and 13. This document incorporates provisions and clauses updated by way of the Federal Acquisition Circular (FAC) #05-89, effective August 15, 2016. The North American Industrial Classification System (NAICS) number is 561920, Convention and Trade Show Organizers, and the business size standard is $11M. This announcement constitutes the Government's only official notice of this procurement. The Government does not intend to pay for any information provided under this synopsis. The U.S. Fish and Wildlife Service has a requirement to purchase Logistical Services for a polar bear range states conference in Alaska in September 2017 in accordance with the attached statement of work. Statement of Work Polar Bear Range States Meeting 2017 Location: This project will take place in September (DATES TBD), 2017, in (LOCATION TBD), Alaska. Background/History: The Agreement on the Conservation of Polar Bears (Agreement) was concluded in Oslo, Norway, and signed by the Polar Bear Range States, on November 15, 1973. The Range States comprise Canada, Greenland, Norway, Russia, and the United States of America. They have held meetings every two years beginning in 2007 to review implementation of the Agreement. At the 2015 meeting in Greenland, the Range States adopted the Circumpolar Action Plan that builds on international cooperation to conserve polar bears across their range. Progress on the Plan will be evaluated and made public at the biannual meetings. The next Range States Meeting is tentatively scheduled to be held in (LOCATION TBD), Alaska, from (DATES TBD), September 2017. Scope: Logistical Services: A contractor will work with the FWS to coordinate the logistics of the meeting. Duties will include securing the meeting venue and arranging related services, such as IT/AV equipment and support, meeting facilitation, and food. Meeting Venue: The contractor will secure 1) a meeting room that can host a group of up to 100 people with tables, chairs, and linens setup per the attached diagram, and 2) a separate side-bar/break area/room that can hold 100 attendees with tables, chairs, and linens with setup in the round, and 3) access to fax and copy machine on an as-needed basis. Wireless internet access is required for the meeting room only. Linens need to be changed at the end of the day if soiled. Both rooms will be needed for the duration of the meeting (i.e., 3 days). Coffee and snacks are needed mid-morning and mid-afternoon. Meeting room must be secured in the evening. Venue must be similar to or better than a venue that would be found at a 3 star hotel. Venue must be in downtown (LOCATION TBD), within walking distance of shops, restaurants, and hotels. Participants will be responsible for paying for accommodations. IT/AV Equipment & Support: Contractor will coordinate all IT needs, including wireless internet in meeting rooms, sufficient power strips throughout meeting room, overhead projector, 12x12 projection screen, table microphones, an interpretation/translation booth, and an AV technician on site during both two-day meetings. The AV technician will set up the meeting room the afternoon before the meeting (DATE TBD), and adjust equipment as necessary throughout the meeting. Meeting Coordinator: The contractor will hire a coordinator of logistics and facilitator for the meeting. This will include, but not be limited to, coordinating with interpreters (arranged by attendees, as needed) for translation of handouts, PowerPoints, or other documents as needed; creating name placards and/or posters for the meeting; and facilitating the general flow of the meeting. Food: The contractor will provide light refreshments mid-morning and mid-afternoon during the meeting and coordinate lunches on all three meeting days. The contractor will also set up and organize a banquet on the final evening (DATE TBD). Approximate number of people is provided above. Number of attendees (and therefore, budget) will be refined. Supplemental food will be provided by outside groups. Contractor will coordinate with the FWS to organize food provided by outside groups.
