- The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Groton Contracting Department, Groton, CT 06349-5000, intends to award a firm fixed price contract for Prisoner Housing Facilities and related services using the policies and procedures of FAR Part 12 “Acquisition of Commercial Items and Subpart 13.5, Test Program for Certain Commercial Items. This requirement will be solicited on an unrestricted basis. The NAICS code applicable to this procurement is 922140. Commander Navy Region Mid-Atlantic ™s (CNRMA) Northeast Area office requires a vendor to provide confinement of military members awaiting trial with in a 70 mile radius of the Naval Submarine Base, Groton, CT. The vendor will be required to provide all required services, to include but not limited to three meals a day (2 hot) laundry services, and commissary privileges for purchasing of hygiene and health/comfort items. All vendors must comply with and maintain applicable certifications by a state Department of Corrections (DOC), American Correctional Association (ACA), U.S. Marshalls Service (USMS), Federal Bureau of Prisons (BOP), and Immigration and Customs Enforcement (ICE) Standards. Services are expected to begin on 01 October 2016. The period of performance is for a base year with four one-year options. The anticipated award date is on or around 22 September 2016. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. THE SOLICITATION IS NOT YET AVAILABLE. Once available, the solicitation will be posted to this site (Navy Electronic Commerce Online or NECO). The solicitation is expected to be available on or about 19 August 2016. The NECO website has a œsubmit bid button next to the solicitation number. DO NOT use the œsubmit bid button on NECO to submit a quotation. All responsible sources may submit a quotation which will be considered by the Government. By submitting a quotation, the vendor will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quotation. The Contracting Officer reserves the right to conduct verbal or written discussions with respect to other than price with the vendors at any time prior to award. By submission of a quotation, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a vendor ineligible for award.
