Description

PRE-SOLICITATION NOTICE SYNOPSIS: The Department of Veterans Affairs, Program Contracting Activity Central (PCAC) anticipates soliciting offers and subsequently awarding a single, Firm-Fixed-Price contract for the purchase of Renewable Energy Certificates (RECs). The contractor shall furnish 750 million kWh worth of RECs from wind, solar, geothermal and biomass renewable resource facilities and with the option to furnish an additional 250 million kWh worth of RECs from wind, solar, geothermal and biomass renewable resource facilities. PROJECT SCOPE: The contractor shall furnish 750,000,000 kWh worth of RECs from wind, solar, geothermal and biomass renewable resource facilities, with the option of provide 250,000,000 kWh worth RECs from wind, solar, geothermal and biomass renewable resource facilities. Note: The Government will NOT accept qualifying hydropower as a renewable resource under these requirements. At the cost of the contractor, an independent third party verification audit is required for this contract, whereas independent means the third party has no commercial interest in the sale of the RECs. ADMINISTRATIVE: The solicitation will be issued as a "Request for Proposal" (RFP) conducted in accordance with FAR Parts 15 and 19 and will be evaluated in accordance with the procedures therein. The solicitation will be advertised as a Service-Disabled Veteran-Owned Small Business set aside. Offers received from other than Service-Disabled Veteran-Owned Small Business concerns will not be considered. The applicable NAICS code is 221122 with a size standard of 4 million Mwh. The solicitation will be issued on or about August 22, 2016 and proposals will be due on September 14, 2016 at 3:00PM (EDT), at the address listed in this notice. For the purposes of this contract, to qualify as eligible RECs, the RECs must be generated during the contract year (October 1, 2014 through September 30, 2015) of the delivery date. The delivery date is September 30, 2015. This notice is not a request for competitive offers. The point of contact is Bridget May who can be reached by email at bridget.may@va.gov. The VA reserves the right to use only FBO, via the internet, to provide notification of any amendments to this notice and the subsequent RFP.
