Description
Description: The Naval Air Systems Command (NAVAIR) anticipates awarding a new contract under solicitation N00019-16-R-3500 to Orbital Sciences Corporation, Chandler, AZ for the Full Rate Production (FRP) Lot 11, with Option years for Lots 12 & 13, of the GQM-163A surface launched aerial target system that emulates the anti-ship cruise missile in support of weapon system test and evaluation. It is anticipated that the resulting contract will be Firm Fixed price for the procurement of GQM-163A aerial base target vehicles, in estimated quantities of up to 24 for each FRP lot. The procurement will also include, but is not limited to, related equipment, Mission Kits, Replenishment Spares and Advance Long Lead Steel in support of Production; technical support services and related supplies; and technical and administrative data. The contractor will be responsible for the services and support to ensure that hardware will be available to support future launch operations. The anticipated contract will fulfill the needs of the U.S. Navy as well as potential FMS customers. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: Orbital Sciences Corporation is the sole designer, developer, and manufacturer of the Supersonic Sea Skimming Target (SSST) and is the only known qualified, responsible source that possesses the necessary knowledge, experience, and technical data required to fulfill the requirements specified.
