Description
REQUEST FOR INFORMATION VA118-16-N-1420 Department of Veterans Affairs Office of Acquisition Operations, Technology Acquisition Center, Eatontown, New Jersey 07724 The Department of Veterans Affairs (VA) Financial Services Center (FSC), requires temporary Kofax licenses to test the remote scanning function capabilities. Kofax proprietary technology has been in use within FSC's technical infrastructure for several years, to support FSC's document scanning and processing systems. It would be more efficient and cost effective to remain with Kofax, rather than switch to a new brand which would require additional costs and time for training, time for implementation, and a new business strategy. As part of market research, the vendor Kofax is willing to provide at no cost to the government temporary licenses. The contractor will be responsible for testing the remote scanners and/or perform required equipment/licenses configuration to ensure the scanners are pointed to FSC See specific tasks and deliverables in the below draft requirements. For project planning and information gathering, the Draft requirements are included which defines the scope of requirements needed to support our mission. The purpose of this RFI is to identify capable vendors who can provide brand name Kofax temporary licenses at no cost. Information obtained from this RFI will be used within the VA and will not be disclosed outside of the agency. The Government is conducting market research to identify knowledgeable, qualified and experienced sources capable of providing the services described in this request for information. Please submit the following: 1.Please submit questions or comments, if any, on the requirements 2.Request Vendor Capabilities Statement, limited to two (2) pages for your company, to include a cover page which indicates your company's full name, point of contacts and your size standard for NAICS 541519. All interested parties shall respond no later than 12:00 PM NOON EST on August 19, 2016 via email to Michael Frank, Contract Specialist at michael.frank@va.gov. Submit questions in writing, regarding this RFI to michael.frank@va.gov. The Government will try to answer all questions. Those questions and answers will be posted to this site as an attachment. THIS IS A REQUEST FOR INFORMATION (RFI)/Sources Sought in accordance with FAR 15.201(e) to conduct market research for information and planning purposes only. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, VA is not at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. It is the responsibility of the responders to monitor this site for additional information pertaining to this requirement. REQUIREMENTS: MS-CPAC Remote Scanning Test The Veterans Affair's Financial Services Center (FSC) requires a vendor to configure a remote scanning test using a Lexmark Multi-Function Device (MFD) at the Smyrna TN CPAC location, so that they can capture 2 existing document types (Waivers & Write-Offs) and submit them electronically to the VA FSC located in Austin, TX. This test involves the configuration and deployment of Kofax Front Office Server in a FSC Test environment as well as configuring two Lexmark MFD's in Smyrna that will be used to scan the aforementioned document types. The completion of this configuration work will validate a test case demonstrating a test of remote scanning that could be deployed to all of the VA CPAC locations. Test Assumptions The vendor should anticipates the following activities associated with the configuration and testing of the remote Capture solution: 1. Install & configure Kofax Front Office Server (KFS) on 1 server in the Test environment at FSC 2. Install & configure Kofax Front Office Server (KFS) on up to 2 Lexmark MFD's in the Veteran Services department at Smyrna CPAC 3. Configure Kofax Capture in the Test environment at FSC for up to 2 Lexmark MFD's (May be irrelevant) 4. Update "soft" document locator number (DLN) process in the Test environment to apply DLN's onto CPAC documents once they've been transmitted from Smyrna to the FSC 5. Test scanning of the Waiver and Write-Off document types from the Lexmark MFD in Veteran Services to the FSC Capture environment 6. Test import of scanned documents in the Test FileNet environment at FSC Validation Once all configuration tasks have been completed and tested, the vendor will demonstrate the remote scanning capabilities of the Capture solution using the Lexmark MFD's and show the scanned documents successfully imported in the FSC's Test FileNet environment. Limitations The following limitations allows the vendor to focus on the tasks that are critical to the success of this specific test of remote scanning. SSO implementation - Although Single Sign-on (SSO) is a feature of KFS, no SSO functionality will be part of the Test. The effort to configure and deliver this functionality will be included with the Production implementation proposal."
