- This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of performing the work. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. Podiatry Council on Podiatric Medical Education (CPME) Statement of Work Background The U.S. Department of Veterans Affairs Medical Center VA New Jersey (561) proposes to enter into a contract for services that will help us maintain accreditation. Accreditation is a system for declaring that a program or institution meets established quality standards to provide assurance and confidence to the public. Accreditation seeks to enhance the quality of a program/ institution by promoting self-evaluation; encouraging quality improvement; and providing public accountability by ensuring specific criteria are met. Many accreditation programs are conducted by the specific profession primarily to provide the public with assurance of the quality of the educational preparation of individuals that work within that profession. The VA New Jersey has had an accredited Podiatry Residency Program for many years. This program provides 3 years of intensive post-graduate training for Podiatrists. The residency must remain accredited in order to continue educating Podiatry Residents, and the residents must graduate from an accredited residency to become Board Certified in Podiatry with all of the rights and privileges this confers. The Council on Podiatric Medical Education is an autonomous accrediting agency for podiatric medical education. The Council develops and adopts standards and policies as necessary for the implementation of all aspects of its accreditation, approval, and recognition purview. The Council has final authority for the accreditation of colleges of podiatric medicine, the approval of fellowships and residency programs, and providers of continuing education, as well as the recognition of specialty certifying boards for podiatric medical practice. The Council on Podiatric Medical Education is the only organization that provides accreditation for Podiatry Residency Programs, and thus is a sole source provider. The statutory authority permitting other than full and open competition is 41 U.S.C.253(c)(1)(or 10 USC 2304(c) (1)) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Objectives Scope of work: Page 2 of 4 The Council on Podiatric Medical Education is an autonomous accrediting agency for podiatric medical education. CPME is designated by the American Podiatric Medical Association to serve as the accrediting agency for podiatric medical education. The Council has final authority for the accreditation of colleges of podiatric medicine, the approval of fellowships and residency programs, and providers of continuing education, as well as the recognition of specialty certifying boards for podiatric medical practice. This request for service will provide the mandated Annual Assessment of the Residency Program, and pay for our 8 Residency Positions. Page 3 of 4 Period of Performance: The CPME charges an annual fee to provide accreditation services to Podiatry Residency programs. This fee is billed in September of each year, and covers July 2016 to June 2017. Accreditation is an ongoing process, which consists of an initial assessment, followed by periodic site visits with an annual accreditation fee to maintain program accreditation. Note that the status of "accredited", once granted, is an ongoing accreditation status which continues unless it is withdrawn or revoked. Place of Performance / Place of Delivery: Location of work: the Podiatry Residency Program is held at VA New Jersey Healthcare System. All rotations that are part of the educational experience are in our facilities or facilities that we have educational agreements with us to provide training. The accreditation process occurs via site visits to our facilities, and in the offices of the CPME for the ongoing review of documents to support continued accreditation. Scope or Tasks (for services) Detailed Statement of Work for Services: see above. This contract pays for continuous maintenance of accreditation of our Podiatry Residency program. The annual accreditation fee from CPME is $3,200 for the Podiatry Residency Program. This fee covers accreditation costs, and support from CPME for improving residency training. CPME sets the standards for accreditation; our program is responsible for proving that we are maintaining their standards of performance. Government-Furnished Property, Material, Equipment, or Information (GFP, GFM, GFE, or GFI) Ongoing documentation to support the continued accreditation of our Podiatry Residency program will be completed by us using local resources (computers, time). Security None. Usual security measures inherent in the provision of patient care will be followed. Safety Codes / Certification / Licensing The process of accreditation results in the Residency program maintaining certification of accreditation. Travel: None Special Material Requirements: None Page 4 of 4 Any Other Requirements unique to the solicitation. None Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM located on the web at www.sam.gov). It is desirable that any Offeror to have completed their business Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. After review of the responses to this announcement, the Government intends to proceed with the acquisition and a formal synopsis and subsequent solicitation announcement will be published.
