Responsible Offerors must be active in the System for Award Management (SAM) Registration in accordance with DFARS 252.204-7004 unless you qualify under an exemption. The solicitation also may be e-mailed upon a written request to the Point of Contact listed. Offers must be received no later than 10:00AM, Japan Standard Time (JST) on the solicitation closing date.
