- This is an amendment to a previously synopsized solicitation (P16PS02368), issued for the purpose of making the following changes: (1) Description of hay is changed from vendor required to deliver 100% orchard grass bales, to allowing for vendor to deliver a mixture of hay, as specified below, and government added that bales must be three strand, approximately 90-110 pounds. Refer to Attachment 3 for full description. (2) Method of payment after award for how vendor submits invoices is changed from requiring vendors to submit invoices in IPP to now allowing vendor the choice of submitting either via IPP or via email to the contracting office for payment by government charge card. Vendor must choose at time of award, which payment method they prefer, as either is acceptable. Clause 52.232-36, Payment by Third Party, is now included in Attachment 3. (3) Delivery in Attachment 3 is changed such that the Government anticipates vendor to make the first hay delivery between 8/30/16 and 9/2/16. (4) Date final questions must be submitted is changed from 8/11/16 to 8/19/16. (5) Response date of this solicitation is extended, allowing vendors another week to submit quotes. Response date is changed from 4pm (PT) on 8/16/16 to 4pm (PT) on 8/23/16. (6) Attachment no. 3, Revised Combined Synopsis/Solicitation, is added as a new attachment and replaces the original version that was included as Attachment no. 2. DESCRIPTION AND PERIOD OF PERFORMANCE (Changed). The National Park Service (NPS) has a requirement for a single Vendor to supply, deliver, and off-load quality certified weed-free hay. Acceptable hay mixtures/blends are 100% Orchard grass, or Timothy or Orchard grass/Alfalfa, or Timothy/Alfalfa mix, as long as it's at least 60% Orchard grass or Timothy and no more than 40% Alfalfa. 70% Orchard grass or Timothy and 30% Alfalfa is preferred. It can be Orchard grass/Alfalfa or Timothy/Alfalfa mixed in the bale or a mixture of Orchard grass or Timothy bales and Alfalfa bales. Bales will be three strand approximately 90-110 pounds each. Compressed bales will not be accepted. Vendor will deliver 10-13 tons per month, depending on number of animals to be fed from as soon as possible after award, estimating first delivery could be made between 8/30/16 - 9/2/16, then continuing through October 31, 2016. Deliveries will not be needed between November 2016 and March 2017 because the mules will be out of the park at their winter pasture. Deliveries will resume in April 2017 and continue through July 31, 2017. Due to NPS barn capacity, no more than 7 tons will be delivered at a time. The amount delivered monthly during the two periods (August/September /October 2016 then April 2017 - July 2017) will be determined by Larry Lack, Trails Supervisor prior to delivery. The amount that will be awarded resulting from this solicitation will be a lump sum not-to-exceed price for a guaranteed 70 tons, with an option for providing additional quantity up to the maximum of 91 tons which will become a post-award modification should the additional quantity be necessary, and if so awarded, will be at the same unit price as awarded (refer to the clause 52.217-6, Option for Increased Quantity, incorporated into this solicitation by full text in Section 05). DELIVERY LOCATION AND REQUIREMENTS. Delivery location is Olympic National Park's Elwha Barn, Olympic Hot Springs Road, Port Angeles, Washington, 98363. Physical location is approximately 11 miles west of Port Angeles. Take US Highway 101, then turn onto Elwha Valley Road, then turn left onto Olympic Hot Springs Road. The Elwha Barn and mule paddock is to your immediate left once you turn off onto Olympic Hot Springs Road. The certified weed-free hay must be clean and free of noxious weeds and seeds, mold, dirt, and litter. The type of hay will not change for the duration of the contract. Off-loading requires Vendor to provide conveyer belt for loft loading, and rotating bales in loft at time of delivery such that older bales are rotated forward and newest bales are stored behind. Deliveries will be arranged in advance between Vendor and Elwha Barn staff. Government is anticipating vendor would be able to make first delivery between 8/30/16 and 9/2/16.
