Description
USGS ESC Menlo Park campus and NASA Ames campus tower assessment and feasibility study The U.S. Geological Survey (USGS) Earthquake Science Center (ESC) operates a network of digital microwave relays telemetering seismic data for public safety earthquake analysis and early earthquake warning in Northern California with the key relay node on the USGS Menlo Park, CA campus. The USGS is exploring a move from the Menlo Park campus to NASA Ames Research Center in Mountain View, CA. A possible gating issue for such a move is the ability to locate and operate a similar communications tower for all aspects of the USGS earthquake monitoring mission and associated telemetry systems. A potential location has been identified at NASA Ames for an approximately 200 foot self-supporting tower. What is needed is a complete engineering evaluation/study of that site to consider the feasibility of a tower being erected. The scope of work will also include a baseline survey of the existing 100 foot self-supporting tower in Menlo Park to ensure all existing functionality and operability is duplicated at NASA Ames. We expect that the new tower will be required to support all existing VHF/UHF, high-gain, omni-directional antennae; existing VHF high-gain directional yagi antennae; 4 each 10', high-performance, 8 GHz microwave parabolic dishes (2 at 180' and 2 at 150'); and all other miscellaneous antennas identified in the baseline survey of the existing tower. The USGS intends to award a single firm-fixed-price contract utilizing the procedures at Federal Acquisition Regulation (FAR) Part 12 (Acquisition of Commercial Items) and Part 13 (Simplified Acquisition Procedures). The request for quotation, including detailed statement of work and contractor evaluation criteria, will be available no sooner than the week of 29 August 2016. The applicable Product/Service Code (PSC) is R425, "support - professional: engineering/technical." The applicable North American Industry Classification System (NAICS) code is 237130, "power and communication line and related structures construction," with corresponding index entry "microwave relay tower construction." The associated small business size standard is $36.5M in average (three year moving average) annual revenue. This immediate acquisition is set aside for participation by small business concerns and there is no incumbent contractor.
