Description
NNC16ZCH012Q - Terms/Conditions and Statement of Work This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for a Solid Fuel Cell Stack Test Station. The NAICS Code and the small business size standard for this procurement are 334513 / 750 respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources, regardless of business size, may submit an offer which shall be considered by the agency. All contractual and technical questions must be in writing (e-mail) to Eric.T.Hartman@nasa.gov no later than 12pm EST on August 25, 2016. Telephone questions will not be accepted. Offers for the items(s) described above are due by 4:00pm EST on August 31, 2016 to Eric.T.Hartman@nasa.gov and shall include the following: Contractual Requirements: 1.Solicitation number 2.FOB destination to this Center 3.DUNS number 4.Identification of any special commercial terms, and be signed by an authorized company representative.) Technical Requirements (See attached Statement of Work for further details): 1.The vendor shall provide system engineering drawings, a Pressure and Instrumentation Diagram, and a description of system foot print and height. 2.The vendor shall provide a brief description of three relevant systems that they have sold in the past two years, indicate how similar these systems were to the SOFC Fuel Cell Test Station described below, and provide a point of contact for each buyer. 3.The vendor shall provide terms for a comprehensive Technical Support policy. NASA Glenn Research center will only consider proposals that provide a minimum of 1 year after the Fuel Cell Test Station is installed and training is completed. Vendor shall provide two bound or notebook-style paper manuals and an electronic copy of the system manual. Additional technical support above the service stated is desirable. 4.Proposed delivery, installation and training schedule as described within the SOW. 5.Warranty duration (if applicable). Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors described within the attached terms and conditions. It is critical that offerors provide adequate detail to allow evaluation of their offer. (See FAR 52.212-1(b)). If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. See attachment for the provisions and clauses applicable to this RFQ. Prospective offerors shall notify the Contracting Officer of their intent to submit an offer. It is the offeror's responsibility to monitor the applicable internet site for the release of solicitation amendments (if any). Potential offerors will be responsible for downloading their own copy of this combination synopsis/solicitation and amendments (if any).
