- Sources Sought Template (Request for Interested Manufacturers) FROM: Michelle Privette, 408 SCMS/GULB TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Request for Interested Manufacturers 6130-01-408-3805EW and 6130-01-591-9810EW SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the ALR-56M power supplies, 6130-01-408-3805EW and 6130-01-591-9810. ITEM DESCRIPTION The ALR-56M Advanced Radar Warning Receiver (ARWR) continuously detects and intercepts Radio Frequency (RF) signals in certain frequency ranges and analyzes and separates threat signals from non-threat signals. It displays threat signals to pilot on a priority basis and provides efficient and effective logistical support to the using command activities for the system. The ALR-56M Power Supplies is are critical application items within the overall ALR-56M System. Impediment to Competition: Government does not own Source Control Drawings (SCDs) or level III engineering drawing. We have configuration control but we do not have an adequate data package for competition. Of the two sources listed on the SCDs, historically these power supplies have been manufactured by GE Aviation and repaired by ELDEC Corporation. The current source for manufacture has not been producing to Government need. ELDEC Corporation currently possesses the following USAF supplied technical information (Technical Order 12P3-2ALR-56M-14/-24 /-44/-54 Illustrated Parts Breakdown, Drawing 330454) directly supporting the ALR-56M Power Supply. Research has identified ELDEC Corporation (cage 08748) as the only other currently qualified source listed on the source control drawings with the unique experience, expertise and relationships to satisfy the Government's requirements of this highly specialized item. The government does not possess the detailed engineering information that would enable a new vendor to successfully develop a production and testing methodology for these items. The fact that the Government does not possess a full data package precludes a full and open competition for the production of items. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to ELDEC Corporation for the manufacture of ALR-56M Power Supplies 6130-01-408-3805 and 6130-01-591-9810. Other interested parties may identify their interest and capability to respond to the requirement no later than Insert SSS closing date by emailing your name and michelle.privette@us.af.mil and/or dla.dlr.proc@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
