Description
Combined Synopsis SF 18 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12 and 13, as supplemented with additional information included in this notice. Synopsis/Solicitation N00178-16-T-0204 is issued as a Request for Quotations (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation. This requirement is not eligible for small business set-aside. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to award on a sole source basis to TOMCO2 Systems to procure the following: One (1) Liquid CO2 Trailer Mounted Transport Delivery Unit. TOMCO2 Systems is located in Loganville, GA. To ensure compatibility and interconnectivity/interface with existing stationary TOMCO2 System tanks, we require a mobile tank that is manufactured by TOMCO2 Systems. The refrigeration and safety system for the tank is electronically controlled and proprietary to TOMCO2. The transfer pump system is also specific to TOMCO2 and the system on the mobile unit is required to mirror that of the two existing stationary units for interoperability of the systems together. Procuring another brand for the mobile tank will require replacement of existing equipment and infrastructure. Please include shipping/freight cost for FOB destination Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 12. The order shall be firm fixed price. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. In order to be eligible for award, firms must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov. Quote is due 24 August 2016, no later than 12:00 p.m. EST with an anticipated award date by 30 September 2016.
