Description
This is not a Request for Proposal but is an RFI only. The Rocket Propulsion for the 21st Century (RP21) program is a DoD/NASA/Industry coordinated effort to develop revolutionary and innovative rocket propulsion technologies by the year 2027 pursuing a 3x approach for improving rocket propulsion capabilities. The program is structured in two phases, with nominal completion dates by calendar years 2017 and 2027. The Government is interested in obtaining information from U.S. Rocket Propulsion companies in the form of ARPPs regarding how future goals for the RP21 program may be met. The information provided in the ARPPs will be used to; 1) enable the government to provide detailed feedback to the contractors regarding their approach for achieving RP21 goals and 2) revise Government Rocket Propulsion Plans (GRPPs). Updated GRPPs aid in requirements definition for future Government science and technology (S&T) projects and procurements. United States (U.S.) Rocket Propulsion companies who participate in RP21 will develop (or team with other U.S. companies to develop) an ARPP. A Government led team comprised of DoD and NASA representatives will review the ARPPs submitted by the U.S. Rocket Propulsion companies and provide feedback identifying strengths and weaknesses. The propulsion application areas of interest are Boost and Orbit Transfer Propulsion (including propulsion efforts of Technology for the Sustainment of Strategic Systems (TSSS) IPT for ICBMs and SLBMs), Spacecraft Propulsion, and Tactical Propulsion. The baseline data and goal summary information is included in the RP21 RFI supplemental package for these mission application areas. Only companies registered with the U.S./CANADA JOINT CERTIFICATION OFFICE, Defense Logistics Agency (detailed information below) will be provided the RP21 RFI supplemental package. The ARPP shall describe in detail the contractor's plan for full achievement of all the time-phased goals for each proposed propulsion system type within an application area. The contractor may provide plans in one or more application areas, but must address all goals and phases within any proposed application area for the type of propulsion system being addressed. New and innovative concepts, materials, and processes are encouraged. It is the intent of the government to issue a call for ARPPs on a biannual basis. The government will provide written comments to each contractor specifically in the following areas. Does the ARPP address all the RP21 goals within all the phases of the selected mission application area(s)? What are the strengths and weaknesses of the plan? Is this a viable plan and do the projects integrate together toward a demonstration of simultaneous goal achievement? Does the ARPP contain all the information requested in the RFI and Supplemental Package? Is the ARPP clear, concise and well organized? Reviews of the ARPPs will be scheduled to make best use of electronic communications of the respective government and industry participants to be cost effective while choosing the best methods to meet the objective. In addition to addressing existing RP21 goals, if a company would like to have changes to the existing RP21 goal set considered, please provide the recommended goal changes in detail with supporting justification information as part of the ARPP. These details should include the rationale for the proposed change, new or modified propulsion-specific numeric technology goal(s), component-specific numeric technical objectives linked to technical challenges and approaches to achieve the goals, along with quantified potential system payoffs for achieving the stated goal. We request companies send copies of their ARPP to each of the principle government organizations participating in the review. They are listed as follows with the preferred number of copies, addressee and address. Please send eight computer disk (CD) copies of each response to Mr. Drew DeGeorge, AFRL/RQR, 5 Pollux Drive, Building 8353, Room 227B, Edwards AFB CA 93524-7048. Please send three CD copies to Mr. James Cannon, National Aeronautics and Space Administration George C. Marshall Space Flight Center, Propulsion Systems Department/ER01, Building 4203 Room 3416, Marshall Space Flight Center, AL 35812; three CD copies to Mr. Rob Esslinger addressed to; Commander, USARDECOM/AMRDEC, Attn: RDMR-WDP-A / J. R. Esslinger, Bldg. 5420, Redstone Arsenal, AL 35898-5247; three CD copies to Mr. Jeremy Abshire, Naval Air Warfare Center Weapons Division 47G000D, 2400 E. Pilot Plant Road, Stop 5001, China Lake, CA 93555-6107 and two CD copies to Mr. Mark Klem, NASA Glenn Research Center, 21000 Brookpark Rd, MS 86-8, Cleveland, OH 44135. Mr. DeGeorge will also be your point of contact for technical questions. Any company proprietary information contained in the response shall be separately marked. Responses shall be due no later than 14 Oct 2016. Items to be delivered to the government, in response to the RFI, are technical and programmatic documents. Contractor presentations of the ARPPs will be requested and scheduled after the receipt of responses. Late responses may not be reviewed or have comments provided. The items submitted shall be "For Official Use Only", unclassified, and will have the overall document marked with the most restrictive distribution of the information it contains. Each page within the ARPP will be marked with the appropriate distribution statements based on the information on each page including International Traffic in Arms Regulations (ITAR), proprietary, and so on. The Government does not intend to award a contract on the basis of this synopsis or to otherwise pay for the information requested under this synopsis. This is not a request for proposal or an invitation for bid, but a request for information only. Those who have not previously been associated with the Integrated High Payoff Rocket Propulsion Technology (IHPRPT) or RP21 program should be aware of the following: The RP21 program pursues rocket propulsion technology development including contracted procurements that have military, civil and commercial space applications and are subject to Air Force Materiel Command FAR supplement, Subpart 5327.90, Foreign Disclosure. In addition, foreign owned or influenced firms and foreign governments will not be allowed to participate as prime contractors. Only U.S. contractors who are registered with the U.S./CANADA JOINT CERTIFICATION OFFICE, Defense Logistics Agency (DLA) LOGISTICS INFORMATION SERVICES (DLIS), HART, DOLE, INOUYE FEDERAL CENTER, 74 WASHINGTON AVE., NORTH, BATTLE CREEK, MI USA 49037-3084 may participate. Also, there must be a legitimate business purpose to have access to the RP21 RFI supplemental package containing restricted information. If you are registered in with DLIS, you must submit a copy of the approved DD Form 2345, Military Critical Technical Data Agreement, with your request to qualify to receive the supplemental package. Submitters are advised that representatives from DoD and NASA, as well as employees of The Aerospace Corporation; other Federally Funded Research and Development Centers (FFRDCs) or Government Systems Engineering Technical Assistants (SETAs) and others may assist the government as advisors in reviewing the ARPPs. The government will ensure the required non-disclosure agreements are in place prior to allowing their support contractors to review the ARPPs. Any objection to the disclosure of information to these non-government support organizations should be provided in writing BEFORE the date set for receipt of documents and shall include a detailed statement for the basis of the objection.
