- The US Department of Labor, Employment and Training Administration, intends to award a sole source contract to COMMAND DECISIONS SYSTEMS & SOLUTIONS, INC. of 14101 PARKE LONG STE T, CHANTILLY, VIRGINIA 20151-1645, to support Unemployment Insurance (UI) Program Accountability: State Self-Assessment Tool Training for State Reviewers and Development of UI Benefits Technical Assistance Guide and Template. The statutory authority permitting the acquisition of this requirement by other than full and open competition is 41 USC 253(c)(1), as implemented by FAR 6.302-1, Only one responsible Source and no other supplies or services will satisfy the agency requirement. The UI program is defined in the Social Security Act of 1935 as a federal-state partnership. In this federal-state system, USDOL provides technical assistance and administrative grant funding to the states as well as monitors state operations to help ensure timely and proper payment of UI benefits and collection of UI taxes. On May 29, 2015, ETA executed Task Order DOL-ETA-15-U-00013 against the BPA for DOLQ131A22096. Under this Task Order, CDS2 continues to provide support of ETA's UI reengineering accountability project. These tasks include development of a user guide for the state self-assessment tool, development of training materials on how to use the self-assessment tool and providing support throughout the pilot test with selected states. ETA and CDS2 effectively worked together in gathering feedback from the pilot states and determined from all comments made and feedback provided which revisions and adjustments to the sets of questions composing the tool were warranted. CDS2 delivered a substantially revised tool to ETA in May of 2016. The tool was significantly improved through revisions made to a number of self-assessment questions as informed by the feedback from the pilot states. The period of performance is one (1) year; with an option for an additional six (6) months. This is a sole source notice published for informational purposes only and is not a request for proposal. Therefore, no solicitation documents exist for this requirement. However, all responsible parties interested in responding to this notice are invited to submit a capability statement including costs by 12:00pm Eastern Time by August 21, 2016, that provides sufficient details for consideration by the Government, via e-mail transmittal to brown.jeffrey@dol.gov. The reference " UI Program Accountability Reengineering Project" must be shown on the subject line. The determination not to compete the contract based on the responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
