Management Coordinator Bogota, Colombia Issuance Date: 08/16/2016 Closing Date: 08/30/2016 SOLICITATION NUMBER: PSC-16-054-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. HOW TO APPLY Offerors proposal shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT The Department of State's Bureau for International Narcotics and Law Enforcement Affairs (INL) is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice issues for the Department of State. INL Office of Western Hemisphere Programs (INL/WHP) is responsible for justice and anti-narcotics programs in Latin America and the Caribbean. INL/WHP provides policy guidance and develops, executes, and monitors programs to address the full range of criminal justice issues as they relate to international development. INL manages and funds bilateral narcotics control and law enforcement professionalization programs in Colombia that total over $130 million in budget annually. The purpose of this Personal Service Contract (PSC) is to provide an INL Management Coordinator in the INL office at the U.S. Embassy in Bogota, Colombia. The position is essential for management and administrative direction to enhance the Management Section's ability to best support program operations that enable the realization of Mission, Bureau and Department strategic objectives. The Management Coordinator is responsible for managing a team of three section leaders and 60 locally employed Management Section staff. Managed sections include budget, financial, procurement, logistics, warehouse, customs, human resources (HR), vehicle fleet, information technology (IT), construction, and end-use monitoring (EUM) activities in support of approximately 500 direct-hire and contract personnel and execution of INL's $130 million annual budget. The incumbent will directly supervise the EUM and Warehouse and Logistics Section. The incumbent will also streamline management processes, and develop and implement policies and new administrative changes required. DUTIES AND RESPONSIBILITIES 1. Assists in the management of a $130 million annual INL budget that supports a wide variety of counternarcotics programs. Provide management support for two DEA funds worth $6M annually. 2. Oversees INL administrative and HR functions, comprised of daily involvement in HR oversight and management processes, including hiring, dismissal, discipline, evaluation, and related issues. 3. Supervises the processing of thousands of procurement requests and the preparation and execution of service and construction contracts. 4. Directs consolidated warehouse operations that support a wide range of program equipment as well as non-expendable property including furniture, appliances and IT equipment. 5. Develops, trains, and evaluates management staff to improve performance and promote professional growth. 6. Assists in the administration of large-scale INL contracts and grants to ensure compliance with obligations. 7. Establishes and maintains appropriate management controls to safeguard and ensure the efficient utilization of human, financial, and physical resources. 8. Provides oversight of approximately 100 INL vehicles. 9. Liaises with Embassy management sections and ICASS providers. 10. Initiates recommendations for INL Management Section, and effective improvements to meet special or general INL program needs. 11. Provides professional support in the formulation and implementation of policies related to area(s) of assignment. 12. Identifies emerging issues in order to prepare a range of options and possible actions for intra- and/or interagency consideration. 13. Drafts reports, including cables, as requested by the INL Management Officer 14. Assists the INL Management Officer in Bureau reorganizations, providing advice on best utilization of staff and resources. 15. When applicable, consults with supervisors in identifying training needs and developing appropriate training schedules for employees, recommending individuals for short/long-term training and maintaining effective liaison with the Foreign Service Institute or other training organizations on training matters, including content of courses and funding. 16. Ensures all paperwork procedures are completed, i.e., obtains management approval on reorganization or reprogramming of personnel, mass change of personnel, revisions to organization manuals, etc. 17. Advises management on structuring of positions and assignment of employees and assist them in establishing and maintaining a climate of employer-employee relationships which contribute to satisfactory motivation, morale, and productivity. 18. Works with the INL Management Officer to coordinate all administrative reporting needs. 19. In support of the INL Management Officer, tracks, coordinates, and assigns various tasks, assignments, or requests for information from Washington or the INL Front Office to deliver quality written products and briefings on time. 20. Manages policy-related INL work flow to help program officers meet deadlines. 21. Work effectively under pressure, within short time constraints, and during times of rapidly developing events. 22. Provides advice and assistance in the preparation of INL Management reports, responses to INL Directors, and fulfillment of other reporting requirements. 23. Prepares briefings as required. 24. Attends Embassy meetings as required by the INL Management Officer. 25. Evaluate information/initiates research to validate existing policy or to recommend implementing changes or new policy or guidance. 26. Conducts various administrative management studies such as organizational and manpower evaluations and, based on findings, recommends the possible ways and means for: (a) strengthening the efficiency of various phases of the entire INL Section Bogota, (b) effecting operating economies throughout the organization, (c) insuring the most effective utilization of human resources, resources and vehicles, (d) developing administrative support plans which will most easily facilitate approved shifts in program emphasis to meet changes in the local situation affecting the INL mission, and (e) providing the most sound administrative support alternatives to achieve INL objectives. TRAININGS & DISTANCE LEARNING COURSES 1. Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post. As well as, Grants Officer Representative and AOR Trainings. 2. Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. 3. Completes the INL Orientation course, INL Management Overseas training (if available), and relevant acquisition and administrative courses as necessary. 4. Financial Management Training offered by FSI - Modules will be selected by INL Management Officer. 5. Appropriate Human Resources Training determined by supervisor and offered by FSI. 6. If applicable - Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT610) prior to deployment to Post. RELATIONSHIP The Management Coordinator is under the day-to-day direction of the INL Management Officer and reviewed by the INL Deputy Director, the PSC will supervise the INL Warehouse, customs and shipping activities. The Management Coordinator will also manage the End-Use Monitoring (EUM) of USG-supplied commodities and services, and prepare the annual EUM report. The Management Coordinator will backstop the FS-02 Management Officer and is the focal point within INL Bogota for all work flow related to policy reports and requests for information. The Management Coordinator will work closely with the INL Management Officer, the INL Management Financial and HR Specialist (EFM Position), and the INL Logistics and Procurement Advisor (EFM Position) to coordinate all administrative reporting needs. The Contracting Officer's Representative (COR) is delegated the authority to act for the Contracting Officer in matters concerning technical clarification, inspection and, after concurrence by the Contracting Officer, acceptance of Contractor performance under the contract, including preparation of receiving reports, and the authorization of progress payments when appropriate. The COR will coordinate all work with the Contractor and review Contractor's performance at significant stages of its development. In no instance, however, shall the COR be authorized to alter or modify the specifications or the contract terms and the conditions or waive the government's requirement, price, delivery, or other terms and conditions. Such changes must be authorized, in writing, to the Contracting Officer. DELIVERABLES/REPORTS Deliverables are required under this PSC and shall include; monthly status reports, monthly evaluation of contractor performance, special reports when required and "Completion of assignment report," which shall be a compressive review of the projects in which the contractor was involved. Each report shall include a critique of and recommendations for the various projects. The completions of assignment reports are due no later than fifteen (15) days prior to the expiration of this contract. The Personal Service Contractor shall submit two (2) copies of each report as required to the following; 1. INL/POST Director(s) and; 2. INL/Program Officer Per FAR Part 4, the above referenced documents shall be incorporated and copies stored in the PSC's hard file under Section V.; Tab E - Receiving Reports. The Contractor shall prepare and submit two copies of each technical report required by the schedule of this contract (e.g., progress reports, final reports, etc.), to the Embassy INL Section and to the Program Officer, Bureau of International Narcotics and Law Enforcement Affairs (INL), Department of State Washington, DC. The title page of all reports forwarded pursuant to this paragraph shall include a descriptive title, the author's name(s), contract number, project number, and title, contractor's name, name of the State Department project office, and the publication or issuance date of the report. When preparing reports, the Contractor shall refrain from using elaborate artwork, multicolor printing, and expensive paper/binding, unless it is specifically authorized in the Contract Schedule. Wherever possible, pages should be printed on both sides using single spaced type. COMPLEXITY This position must exercise considerable independence and judgment in responding to rapidly changing program support requirements. When required to perform as Acting INL Management Officer, same judgment must be exercised as would the management officer in providing operational support to all program elements. MINIMUM REQUIREMENTS 1. U.S. citizenship, and able to obtain/maintain Department of State (DOS) Secret security, medical, and if applicable-ethics clearances to work in the Embassy. 2. Bachelor's Degree, from an accredited university. 3. Five years of progressively relevant experience in Management, including at least three years in financial Management and five years of experience directly supervising personnel. Aforementioned experience must be working with full range of administrative laws, policies, regulations and precedents applicable to the program administration. 4. Excellent oral and written English communication skills. 5. Proficient in using Microsoft Office package. 6. Knowledge and experience implementing management controls, practices and procedures. 7. Specific knowledge of USG acquisition regulations and management practices. 8. English and Spanish proficiency. PREFERRED KNOWLEDGE, SKILLS AND ABILITIES 1. Five years of experience working in international environments. 2. Experience working overseas with INL or with Embassy's Management Section. 3. Understanding of U.S. foreign policy and interagency process. 4. Ability to communicate orally and in writing, supervise personnel, delegate assignments, manages multiple high-priority tasks, and reacts quickly to changing priorities. GOVERNMENT-FURNISHED EQUIPMENT The PSC shall be able to use a furnished with office space, a computer, office telephone, and other supplies needed for job requirements. This property will be owned and maintained by the Department of State DoS. PRE-DEPLOYMENT REQUIREMENTS If applicable - Consultations with the INL Program Office may be required. EVALUATION FACTORS Factor 1: Work Experience 25 points Demonstrated work experience in managing complex projects which include determining and validating requirements, implementing progress on projects, as well as reporting on budget, financial, procurement, logistics, warehouse, customs, human resources (HR), vehicle fleet, information technology (IT), construction, and end-use monitoring (EUM) activities. Factor 2: Program Experience 35 points Experience in preparing budgets, advance acquisition plans (AAP), statement of work (SOW), procurement orders, purchase requests, sole-source justification waiver requests, and a variety of reports with a full range of sensitive management issues. Drafts and develops policy documents for INL Bogota's programs. Monitors and organizes the drafting of the annual reports as well as any ad hoc reports required. Provide authoritative management advisory service, which includes researching, analyzing and evaluating the issues, determining applicable precedents, recommending innovative methods and strategies to resolve complex management problems, and identifying the most effective approach. Factor 3: Management & Communication Experience 20 points Ability to communicate effectively, both orally and in writing, in a timely and concise manner; interact effectively with others at all levels to prepare, analyze, explain and defend determinations and requirements with respect to conformance to applicable laws, policies and other regulatory guidelines; and advise program officials. High level of written communication sufficient to draft a variety of reports, letters, memoranda, position evaluation statements, and other correspondence on a full range of sensitive management issues. Oral communication sufficient to meet and deal with managers and employees at all levels in situations of a highly sensitive nature. Factor 4: Past Performance 20 points Past Performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the U.S. Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. COMPENSATION (BASE PAY) For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements.
