- Statement of Work - Contract No. EP-W-11-003 - Natural Resources Protection EP-W-11-003 - Natural Resources Protection Synopsis of Proposed Contract Action - Bridge to Contract No. EP-W-11-003 The United States Environmental Protection Agency (EPA) Office of Acquisition Management (OAM) on behalf of the Administrator's Office (OA) Office of Policy (OP) National Center for Environmental Economics (NCEE) intends to execute a modification to extend the period of performance of contract number EP-W-11-003 with Abt Associates, Inc. (DUNS No. 043397520) for five (5) months through 10 February 2017, which will provide support for OA/OP/NCEE until the competitive follow-on contract can be awarded. This action does change the capacity of the contract. The total increase to contract capacity is estimated to be an additional 10,260 level of effort hours and an additional $1.4 million. This action is being executed in accordance with the authority of Federal Acquisition Regulation (FAR) 6.302-1 and posted in accordance with FAR Subpart 5.2. This modification will allow for requisite, uninterrupted work to be performed for high priority projects, including the following primary work areas: regulatory development support including development of greenhouse gas (GHG)-related rules; support of human health risk analysis and measurement of economic benefits to improved human health; support for development and administration of models prepared to estimate air quality and health impacts of emission reduction activities; and support for development and evaluation of economic benefit-cost and impact models used in Agency economic analyses. All of these efforts are critical functions to EPA and if interrupted could cause harm to the Agency in meeting its mission. This contract action is necessary due to Government delays in awarding the competitive follow-on contract. The period of this extension will be from 11 September 2016 to 10 February 2017 and as noted above, the contract capacity is expected to be increased by an additional 10,260 level of effort hours and $1.4 million in accordance with EPA estimates. NO SOLICITATION IS AVAILABLE FOR THIS PROCUREMENT. It has been determined that Abt Associates, Inc. is the only source that meets the Government's requirements. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein, may submit its capability by 10:00 AM ET on Tuesday, 30 August 2016, which may be considered by the Government. A determination not to conduct a competitive acquisition based upon the responses to this notice is solely within the discretion of the Government. All questions, comments or capability documentation regarding this proposed contract action shall be addressed in writing to Stefan Martiyan at martiyan.stefan@epa.gov. END OF SYNOPSIS. Mod 0085: The purpose of this modification is to obligate incremental funding to the bridge contract period. Mod 0084: The purpose of this modification is to : (1) deobligate funding from Option Period IV to account for scope reductions to work under Work Assignment 4-111 and 4-115; and (2) obligate incremental to the Bridge Contract Period. Mod 0083: The purpose of this modification is to: (1) obligate incremental funding to the bridge contract period/line item 0043; (2) deobligate funding from Option Period IV/line item 0041 and the bridge contract period/line item 0043 for work that has been stopped. Mod 0082: This bilateral modification is being issued to incorporate into Contract EP-W-11-003 the terms of the Confidential Settlement Agreement consisting of eight (8) typed pages, which was entered into by Abt Associates Inc, by and through its Vice President and General Counsel, Brian Roemer, and the United States Environmental Protection Agency, by and through its Contracting Officers Sheila Fagan, Natalia Fisher-Jackson, Stefan Martiyan, Genine McElroy, Christine Edwards, and Noelle Mills, effective (ENTER THE DATE OF THE LAST SIGNATURE ON THE SETTLEMENT AGREEMENT), as set forth on Pages 3 through 10 of this modification. Prior year funds being obligated to fund the Confidential Settlement Agreement will be paid from the following accounting line from Option Period IV of the contract: 14-15-B-40DF-201B53X28-2505-1440SRE065-001 Mod 0081: The purpose of this modification is to execute a six (6) month bridge contract extension and to increase the Option Period IV estimated cost ceiling by $1,850,043.00 and the fixed fee ceiling by $148,003.00. Additionally, incremental funding is obligated to the contract totaling $763,180.89 and add the FedConnect clause.
