Description

Fort Belvoir Community Hospital has a requirement to procure 'Treatment Cards and Licensures for the STAR S4 IR Excimer Laser' in support of the hospital's Ophthalmology Department. The Government intends to procure these items on a sole source basis from AMO Sales and Services, the manufacturer of the STAR S4 IR Excimer Laser. Only the manufacturer of this laser can provide the required cards and licenses required to use the laser because the technology and software used in the cards is proprietary to the vendor. This business model among vendors for laser correction devices often involves a per procedure fee which reduces the acquisition cost of the machine and allows for variable pricing based on the sophistification of the required treatment. This notice is not a request for competitive quotations and a solicitation for this requirement will not be issued. Prospective offerors are advised that, because there are no other known sources, the agency has authorized the procurement of these items under other than full and open competition under FAR 6.3. However, interested responsible sources may submit a capability statement for the agency's consideration in determining whether a competitive procurement should be conducted in the future for these items. A copy of the Justification and Approval will be posted no later than 14 days after contract award.
