- Synopsis: This pre-solicitation notice is issued by the government to make appropriate acquisition notification. This is a draft Performance Work Statement (PWS) and serves as a pre-solicitation notice. Vendors should use this notice for preliminary planning purposes. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITAT ION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS DOCUMENT. The 411th Contracting Support Brigade (CSB), Korea is seeking sources to perform non-personal services to provide Program Management & Post Construction (PM&PC) services for USFK Transformation and Restationing (T&R), Seoul, Korea. The contractor shall provide analysis, documentations, recommendations, and reports to achieve the requirements listed below Para 5 Specific Tasks. The government anticipates using a Firm Fixed Price contract type for this requirement. Award will be based on the overall Best-Value Continuum, Lowest Price Technically Acceptable (LPTA) source selection process. The anticipated solicitation issuance date is on or about 26 Aug 2016 and the estimated proposal due date is on or about 5 Sep 2016. The anticipated award date is on or about 29 Sep 2016. Note: these dates may change and are only tentative. The solicitation will be issued via Federal Business Opportunity (https://www.fbo.gov/) website. A response to this synopsis is NOT a request to be added to a prospective bidders list or to receive a copy of the solicitation. Specific Tasks: 5.1. Basic Services. The contractor shall provide services for Program Management Support and Post Construction Requirements Program Management Support 5.2. YRP/LPP Program Management 5.2.1. Coordinate YRP/LPP actions with other US Stakeholders (Embassy, PACOM, JCS, OSD) 5.2.2. Coordinate messaging with STRATCOM/PAO 5.2.3. Review Working/Coordinating Group charters and direct revisions as necessary 5.2.4. Identify policy guidance required for implementation of ROK-US bilateral agreements (YRP, LPP, EMOU, etc.) 5.2.5. Lead the preparation of necessary USFK policies, coordinating other organizations as needed 5.2.6. Recommend appropriate changes to statutory or regulatory language regarding YRP/LPP governance 5.2.7. Identify where bilateral negotiations are required in order to execute all theater transformation initiatives 5.2.8. Develop recommendations of the US negotiation position and recommend approval of negotiated terms 5.2.9. Monitor overall program progress for compliance with approved schedules and milestones 5.2.10. Establish processes to review organizational accountability with existing policies and procedures 5.3. YRP/LPP Program Schedule 5.3.1. The YRP/LPP Program Schedule is agreed upon by US and ROK stakeholders and represents the standard that is used to measure the scheduled performance of the YRP/LPP program. 5.3.2. The YRP/LPP Program Schedule is a significant planning tool for the USFK CDR and staff. The schedule allows units and agencies to plan future operations, exercises, and activities relative to the YRP/LPP moves without degradation of USFK's armistice mission. Additionally, the schedule includes post construction activities such as IO&T, C4I Active installations, accreditations, and camp closures. 5.3.3. The contractor shall provide a recommended updated schedule to USFK T&R monthly. Contractor shall take factors such as funding, utility infrastructure, garrison policies, qualified labor, construction resources, construction quality, and bilateral negotiations with an in depth analysis of second and third order effects to produce an accurate timeline. 5.3.4. The contractor shall be responsible for aggregating input from USFK, 8A, USACE FED, IMCOM-P, ROK MURO, and other stakeholders 5.4. CCIR Update 5.4.1. The contractor shall schedule and coordinate a weekly CCIR update to the Director of T&R to present YRP/LPP CCIR, their impacts, and risk mitigation strategies. 5.4.2. The contractor shall schedule meetings, send e-invites, provide administrative, operations, and planning support for USFK T&R. Will review and administer information forwarded for review by T&R. Coordinates activities with USFK, MURO, and other YRP/LPP stakeholder as required. 5.4.3. As required, the contractor shall assist in preparation of meeting agenda and topics 5.4.4. The contractor shall take notes at each meeting in order to produce post-meeting documents as required (i.e. EXSUM). In coordination with the Director of T&R, the contractor shall produce a list of future topics of discussion, future agendas, and results of restationing meetings. 5.4.5. The contractor shall track progress and completion of tasks assigned to others for completion by T&R. 5.5. Bilateral Program Schedule OPT 5.5.1. The contractor shall schedule and coordinate a weekly Bilateral PBS OPT with applicable stakeholders to discuss and negotiate and agreed Bilateral PBS. 5.5.2. The contractor shall schedule meetings, send e-invites, provide administrative, operations, and planning support for USFK T&R. Will review and administer information forwarded for review by T&R. Coordinates activities with USFK, MURO, and other YRP/LPP stakeholder as required. 5.5.3. As required, the contractor shall assist in preparation of meeting agenda and topics 5.5.4. The contractor shall take notes at each meeting in order to produce post-meeting documents as required (i.e. EXSUM). In coordination with the Director of T&R, the contractor shall produce a list of future topics of discussion, future agendas, and results of restationing meetings. 5.5.5. Contractor shall provide oral translation during meetings and translate documents exchanged between US/ROK personnel. 5.6. US Program Schedule OPT 5.6.1. The contractor shall schedule and coordinate a US Program Schedule OPT as required with applicable stakeholders to discuss and agree upon an official US Program Schedule. 5.6.2. The contractor shall schedule meetings, send e-invites, provide administrative, operations, and planning support for USFK T&R. Will review and administer information forwarded for review by T&R. Coordinates activities with USFK, MURO, and other YRP/LPP stakeholder as required. 5.6.3. As required, the contractor shall assist in preparation of meeting agenda and topics. 5.6.4. The contractor shall take notes at each meeting in order to produce post-meeting documents as required (i.e. EXSUM). In coordination with the Director of T&R, the contractor shall produce a list of future topics of discussion, future agendas, and results of restationing meetings. 5.6.5. The contractor shall update PBS as necessary. Updated PBS will be provided to T&R for approval. Contractor shall distribute updated PBS to all shareholders. 5.7. Data collection and analysis 5.7.1. The contractor shall provide enablers to coordinate the activities within the USFK Campaign Plan to achieve restationing requirements to include restationing of units/organizations, base closure, and facility availability. 5.7.2. Contractor shall attend YRP/LPP and restationing related meeting to include the USFK Restationing Integration Board, 8A Stationing Review Group, and applicable USFK and 8A decision briefings. Post Construction Requirements 5.8. Moving Services JWG OPT 5.8.1. The contractor shall schedule and coordinate a weekly Moving Services JWG OPT to disseminate and receive information from stakeholders regarding relocation and applicable moving services for unit moves. 5.8.2. The contractor shall schedule meetings, send e-invites, provide administrative, operations, and planning support for USFK T&R. Will review and administer information forwarded for review by T&R. Coordinates activities with USFK, MURO, and other YRP/LPP stakeholder as required. 5.8.3. As required, the contractor shall assist in preparation of meeting agenda and topics. 5.8.4. The contractor shall takes notes at each meeting in order to produce post-meeting documents as required (i.e. EXSUM). In coordination with the Director of T&R, the contractor shall produce a list of future topics of discussion, future agendas, and results of restationing meetings. 5.8.5. The contractor shall provide enablers to coordinate activities within the Moving Services Master Database to achieve requirements such as FF&E; IO&T, unit equipment and supplies; movement of personnel, dependents, and personal property using the Joint Travel Regulations as a basis for entitlements. 5.8.6. This will include the ability to analyze and develop, conduct capability gap and mission analysis, and make recommendations related to FF&E, IO&T, unit movement and stationing, and logistical support requirements. 5.8.7. The contractor shall track progress and completion of tasks assigned for completion by T&R. Synchronize moving services issues to meet T&R's performance requirements. 5.9. IO&T JWG OPT 5.9.1. The contractor shall schedule and coordinate a weekly IO&T JWG OPT to disseminate and receive information from stakeholders regarding IO&T requirements and validation. 5.9.2. The contractor shall schedule meetings, send e-invites, provide administrative, operations, and planning support for USFK T&R. Will review and administer information forwarded for review by T&R. Coordinates activities with USFK, MURO, and other YRP/LPP stakeholder as required. 5.9.3. As required, the contractor shall assist in preparation of meeting agenda and topics. 5.9.4. The contractor shall takes notes at each meeting in order to produce post-meeting documents (i.e. EXSUM). In coordination with the Director of T&R, the contractor shall produce a list of future topics of discussion, future agendas, and results of restationing meetings. 5.9.5. The contractor shall track progress and completion of tasks assigned for completion by T&R. Synchronize IO&T issues to meet T&R's performance requirements. 5.10. Cost Management Joint Coordination Group (CM JCG) 5.10.1. The contractor shall schedule and coordinate a weekly CM JCG OPT to disseminate and receive information from stakeholders regarding relocation and applicable cost management for unit moves. 5.10.2. The contractor shall schedule meetings, send e-invites, provide administrative, operations, and planning support for USFK T&R. Will review and administer information forwarded for review by T&R. Coordinates activities with USFK, MURO, and other YRP/LPP stakeholder as required. 5.10.3. As required, the contractor shall assist in preparation of meeting agenda and topics. 5.10.4. The contractor shall takes notes at each meeting in order to produce post-meeting documents as required (i.e. EXSUM). In coordination with the Director of T&R, the contractor shall produce a list of future topics of discussion, future agendas, and results of restationing meetings. 5.10.5. The contractor shall provide enablers to assist with identification, estimation, validation, funding, and reporting of expenses required in support of YRP. 5.10.6. The contractor shall track progress and completion of tasks assigned for completion by T&R. Synchronize moving services issues to meet T&R's performance requirements. 5.11. Bilateral USFK/MURO JWG/JCG OPT 5.11.1. The contractor shall schedule and coordinate bilateral OPT between USFK and MURO to conduct negotiations and coordinate efforts for USFK and MURO for MS JWG, IO&T JWG, and CM JCG as required. 5.11.2. The contractor shall schedule meetings, send e-invites, provide administrative, operations, and planning support for USFK T&R. Will review and administer information forwarded for review by T&R. Coordinates activities with USFK, MURO, and other YRP/LPP stakeholder as required. 5.11.3. As required, the contractor shall assist in preparation of meeting agenda and topics. 5.11.4. The contractor shall take notes at each meeting in order to produce post-meeting documents (i.e. EXSUM). In coordination with the Director of T&R, the contractor shall produce a list of future topics of discussion, future agendas, and results of restationing meetings. 5.11.5. The contractor shall track progress and completion of tasks assigned to others for completion by T&R. Synchronize moving services issues to meet T&R's performance requirements. 5.11.6. Contractor shall provide oral translation during meetings and translate documents exchanged between US/ROK personnel. 5.12. Data collection and analysis 5.12.1. The contractor shall gather and validate information from YRP units to calculate personnel, equipment, and cost estimates. 5.12.2. The contractor shall analyze this information to meet T&R's moving services requirements. 5.12.3. The contractor shall develop and maintain a standardized database to include relocating units, new and current facilities, IO&T, and FF&E requirements. 5.12.4. This analysis includes but is not limited to personnel entitlements in accordance with the Joint Travel Regulations (JTR), organizational equipment and property, and reimbursement for sensitive equipment that cannot be moved by foreign nationals. 5.12.5. The contractor shall track progress and completion of tasks assigned for completion by T&R. Synchronize moving services issues to meet T&R's performance requirements. 5.13. Coordinate Transportation for YRP Unit Moves 5.13.1. The contractor shall coordinate transportation of personnel and equipment with all USFK units and MURO. 5.13.2. Contractor shall coordinate and schedule site survey dates with MURO and their moving company representatives; coordinate with unit and agencies to ensure all parties are notified of the same movement timeline; assist MURO in obtaining base access for YRP moves, coordinate with USAG agencies for unit and agency moves. 5.13.3. Contractor will coordinate with MURO to determine and validate IO&T and FF&E requirements. 5.13.4. Contractor will track transportation of all special and sensitive U.S. equipment unable to be transported by MURO. 5.13.5. Contractor shall provide translation during meetings and translate documents exchanged between US/ROK personnel. 5.14. Reimbursable Cost Validation 5.14.1. Contractor shall gather and provide analysis for validating requirements for applicable personnel, units, and agencies requiring resources from the Korean government. Personnel entitlements and relocation of special equipment, tactical vehicles, and special freight are paid for by the Korean government. 5.14.2. Contractor shall provide oral translation during validation and translate documents exchanged between US/ROK personnel. 5.15. Validate IO&T Requirements 5.15.1. The contractor shall coordinate with USFK, MURO, and units to provide analysis for validating IO&T requirements for new facilities and coordinate with moving units and agencies to ensure that facilities are complete and usable prior to relocation. 5.15.2. Contractor shall provide translation during meetings and translate documents exchanged between US/ROK personnel.
