Description
Sources Sought for Laboratory steam sterilizers Background Information: The mission of the National Institute of Mental Health (NIMH) is to transform the understanding and treatment of mental illnesses through basic and clinical research, paving the way for prevention, recovery, and cure. For the Institute to continue fulfilling this vital public health mission, it must foster innovative thinking and ensure that a full array of novel scientific perspectives are used to further discovery in the evolving science of brain, behavior, and experience. In this way, breakthroughs in science can become breakthroughs for all people with mental illnesses. The National Institute of Mental Health (NIMH), Office of the Scientific Director, requires replacement of two Government-owned steam sterilizers on NIH main campus in Building 49, Rooms B1B52 and 5B52. The Steris Amsco steam sterilizer, decal 01359196 in 49/5B52 purchased in 1996, is no longer operating or repairable. Additionally, the other Getinge steam sterilizer, decal 01275463 in 49/B1B52, is has a history of shutting down and other costly maintenance issues for the Institute. The Government contemplates a purchase order for the acquisition of two new Laboratory Steam Sterilizer that will provide up to date, reliable steam sterilization for the needs of our many NIMH groups on the NIH campus. Project Description: The Contractor shall be responsible for providing the following: 1)Design (if applicable), manufacture, shipping, installation of two (2) steam sterilizers with a single inner chamber with dimensions 20 inches wide, 20 inches high and 38 inches deep. 2)Because Building 49 has limited space at the loading dock, we are requiring the contractor contact the project officer (to be given at the time of review of proposals) for: a. Design drawing approval (if applicable) b. Start of manufacture with anticipated time of completion c. Contact at least 1 week before time of shipping to advise the expected delivery/installation date so the Bldg 49 loading dock personnel can be alerted and coordination with the NIH ORF Facility Manager can be made for any utility shutdowns which require minimum 15 day notice. The contractor will have the two steam sterilizers installed immediately at time of delivery on two different floor sites in the same building because this building's loading dock has limited space to allow them to sit more than 1 day. Operations and Maintenance Manuals are to be provided for the sterilizers.The manuals are to be model specific. Government Responsibilities: It is noticed that 208V/3 Phase/60 Hz power is required for the newer style steam sterilizers and will be confirmed at time of order. The Government will provide this power requirement since it is different from the current electrical power used by the steam sterilizers being replaced. Otherwise the locations for the steam sterilizers have the necessary utilities and drain lines. Anticipated period of performance: The period of performance is 5-7 months from receipt of order (notice to proceed). This is 1-2 month of design and approval of drawings if applicable and 4-6 months for manufacturing, delivery and installation. A firm fixed-price is contemplated for this award.
