- Description
- The National Oceanic & Atmospheric Administration (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of F AR 13.106-1 (b)(i), with PhD. Michael Prager of Portland, OR for the continued work as an appointed member of the Scientific Review Group as required under the terms of the Pacific Whiting Treaty, who was appointed by representatives of the U.S. government. The NOAA National Marine Fisheries Service (NMFS) has a requirement to contract for the services of one person to serve as an Independent member of the Scientific Review Group (SRG), created under the terms and implementing regulations of the U.S.-Canada Agreement on Pacific Hake and Whiting (the Treaty). This contractor's primary responsibilities are to prepare for and participate in a scientific review meeting for annual assessments of the status and trends of Pacific Hake (Whiting) to contribute to the SRG's summary report of the meetings and recommendations to the Treaty's Joint Management Committee (JMC). Completion of the contract will be judged by the individual's attendance at and contributions to the review meeting and the finalization of the SRG's report to the JMC. The sole source determination is based on the U.S. government representative appointed Michael Prager and these services can only be performed by appointment only. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
