- Performance Questionnaire SOW York Chiller Repair SF-1449 Solicitation Documents and Provisions & Clauses Overview The Maritime Administration seeks a qualified and experienced contractor to perform repair work on cold water chillers numbers 1 and 2 located in Bowditch Hall and Fulton Hall at the U.S. Merchant Marine Academy (USMMA). Set-Aside/Size Standard Proposals will be accepted from Small Business concerns under NAICS Code 238220 (Plumbing, Heating and Air-Conditioning) and the Size Standard in millions of dollars is $15.0 Evaluation Criteria (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following evaluation factors shall be used to evaluate offers: Factor 1 - Technical Approach ( Note: The offeror must demonstrate through documentation technical expertise in performing the tasks detailed in the statement of work ) Factor 2 - Past Performance ( Note: The questionnaire document provided must be completed by the point(s) of contact of relevant contracts/projects. Offerors must provide three (3) similar or relevant past performance projects/contracts) Factor 3 - Price The Technical approach and past performance factors, when combined are slightly more important than price. Instructions The government reserves the right to not award to any vendor not registered in the System for Award Management (SAM) at the time of award Only proposals submitted by Small Business will be accepted by the Government. Any proposals submitted by an offeror that is not Small Business will not be considered for award Contract Type Firm Fixed Price (FFP) Contract Site Visit Information In accordancw with FAR-237-1 Site Visit, offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
