- This is a market survey to locate potential sources for the manufacture and repair of the MD-1383/A, NSN 5895-01-592-2129, Improved Data Modem (IDM-304B). The Defense Logistics Agency, Land at Aberdeen, Maryland, intends to award a five-year, Firm-Fixed-Price, Indefinite-Delivery/Indefinite-Quantity (ID/IQ) contract for the production The estimated quantity of the item to be procured is 100 each in year one, and 50 each in years 2-5. The same contract will include repair services of the same item on a Cost Plus Fixed Fee (CPFF) basis. The quantity to be repaired under this contract is estimated to be 30-50 per year. This market survey does not constitute a solicitation and shall not be construed as a commitment by the Government; the quantities mentioned above are for planning purposes only. The MD-1383/A is a multi-channel receive and transmit terminal that interoperates with other digital message systems by processing Variable Message Format (VMF) and Air Force Application Program Development (AFAPD) messages with their associated procedural communication protocols. The contract requirements will be to produce and repair the MD-1383/A and load the appropriate Government supplied Operation Flight Program (OFP). The Government possesses a complete technical data package, including specification and detailed drawings, for this item. Sources will be required to undergo First Article Testing (FAT), unless waived by CECOM engineers. Suppliers capable of providing and repairing the MD-1383/A must so indicate in writing to Justin.Ruth@dla.mil. The responses must include documentation such as drawings, test results, counterfeit parts screening procedure and other technical information demonstrating that the supplier can provide the required hardware. Potential suppliers that have responded to previous sources sought announcements for this same item may submit a new response, but need not do so; the Government retained all previous submissions. The deadline for this response is 24 August 2016.
