- The purpose of this amendment is to re-post the solicitation until 19 September 2016. The set-aside has been removed and is now a full and open competition requirement. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number W912TF-16-T-0511 is issued as a request for quotation (RFQ). The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2005-85. This solicitation is set aside for total small business. NAICS: 238910. Small Business Size Standard: $15.0 million. A site visit will be conducted on Thursday, September 1st, 2016 at 302 Newmarket St. Newington, NH 03801 at 9:00 AM EST IAW clause 52.236-27. See solicitation attachment for details. Offers are due no later than Monday, September 19th, 2016 at 4:00 PM EST. For information regarding the solicitation please contact the alternate POC, Sean Connelly, during that time period.* The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: technical capability of the item offered to meet the Government requirement; and price. The offeror shall complete only paragraphs (b) of the provision at FAR 52.212-3 if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site accessed through http://www.acquisition.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (p) of this provision.
