- (i).This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii).Solicitation Number: RFQ 16-OCIO-CIO-NAT-0470. This solicitation is issued as a Request for Quotation (RFQ). (iii).The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89. (iv).This is a 100% Service-disabled Veteran-owned Small Business (SDVOSB) set-aside under NAICS 238220 / $15.0M (v).See RFQ attachments for a list of contract line item numbers and items, quantities and units of measure. (vi).This solicitation is for the procurement of an annual full maintenance and support agreement for the Liebert Heating, Ventilation, and Air Conditioning (HVAC) units currently deployed in the data center at the US Department of Labor Patriot Plaza location in SW Washington, DC. (vii).The Period of Performance will consist of a twelve (12) month base year and one (1) 12-month option year. The base year will be effective from the date of Purchase Order award. (viii).The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. (ix).A Firm-fixed Price (FFP) award, if any, will be made to the responsible vendor who submits the Lowest Price Technically Acceptable (LPTA) quotation in response to this solicitation. The Government reserves the right to award without discussion or make no award at all depending upon (1) the quality of the quotations received, and (2) the price fair and reasonableness of quotations received. (x).Vendors are advised that an active record in the System for Award Management (SAM) is required to receive an award. The vendor's Offeror Representations and Certifications (ORCA) must be completed in the SAM database at the time quotations are submitted. (xi).Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. (xii).Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. See RFQ attachment for any additional FAR clauses cited in the clause that are applicable to this acquisition. (xiii).An organized SITE VISIT is scheduled for 10:00am, Eastern Time, Wednesday, August 24, 2016. Vendors are required to RSVP for the site visit to Mr. Ronnie Jordan via email at Jordan.ronald.j@dol.gov by 4:30pm, Eastern Time, Monday, August 22, 2016. In accordance with FAR 52.237-1- Site Visit (Apr 1984), attendance is recommended for clarification of the project. The location of the site visit will be: U.S. Department of Labor, Frances Perkins Building 200 Constitution Ave, NW Washington, DC 20210 (xiv).Quotations must be submitted via email to Mr. Ronnie Jordan at Jordan.ronald.j@dol.gov. Quotations must be received by 1:00pm, Eastern Time, Friday, August 26, 2016. Quotations received after the due date will NOT be considered for award.
