Description
NOTE: This announcement is intended as a Site Visit Registration only. A formal SIR/RFP has not been released at this time. Interested vendors must register AND attend the site visit to receive the SIR/RFP. (1)INTRODUCTION The estimated price range for this project is $250,000.00 to $300,000.00. The FAA William J. Hughes Technical Center at the Atlantic City International Airport, NJ has a requirement for construction. The work includes all labor, materials, equipment, and supervision to: a. Pave an existing gravel road from the end of the K-9 paving road and extend it out to the Air Blast site, as well as paving the two existing gravel driveways to Building 311. This is approximately 2950 lineal feet of 18 foot wide total road paving. b. Pave the associated movement/parking area servicing Building 311 and the various project pads. This is about 1350sy of paving, c. Pave new 60 foot by a 100 foot EMAS Pad. This is about 670sy of paving. d. Provide restoration work (8300sf) to a portion of an old gravel pit to establishing a Grassland Mitigation area. e. Install 150 lineal feet of 18 inch diameter culvert pipe with flared end sections and a riprap conduit outfall protection Pad. f. Install approximately 315 lineal feet of riprap swale. g. Raise various handholes and manholes to new grades. h. Install additional containment pad curbing to raise its elevation about 8 inches. i. Provide other miscellaneous work not mentioned to make the project complete and ready for use. (2) PERIOD OF PERFORMANCE The FAA anticipates award of a firm, fixed-price contract by late September 2016. The period of performance for paving will be 56 calendar days from the Notice to Proceed (NTP). The period of performance for grassland mitigation will be 364 calendar days from the Notice to Proceed (NTP). The period of performance will be 420 calendar days from the Notice to Proceed (NTP) for the total project. (3) SET-ASIDE INFORMATION This procurement will be set-aside for competition amongst SMALL BUSINESS vendors. The applicable NAICS Code for this procurement is 238990 “ All Other Specialty Trade Contractors with a Size Standard of $15.0M. The vendor must be capable of performing, with its own workforce, not less than 30% of the work, not including the cost of materials and equipment. (4) PROCUREMENT SCHEDULE Interested Vendors “ Drawings are attached (Attachment I). Statement of Work/Specifications are attached (Attachment II) as a means of outlining the broad scope of the work. This broad scope is to give vendors an idea of the size of the project and the resources it will require. Vendors interested in being considered for this requirement MUST complete a Business Declaration (Attachment III) and submit the name, title and phone number of no more than two (2) people who will be attending the site visit, and send it to benjamin.tarr@faa.gov no later than 1:00PM (EST) on August 25, 2016. Site Visit “ All interested vendors must attend a MANDATORY site visit which is scheduled for 9:00AM (EST) on August 29, 2016. Only vendors who attended the mandatory site visit will be permitted to submit a bid. The FAA will not pay for any information received or costs incurred in attendance of the site visits or preparing responses to this announcement. Therefore, any costs associated with the site visit or response to the SIR/RFP is solely at the interested vendors ™ expense. (5) Response Requirements Interested vendors must respond to this announcement via email at benjamin.tarr@faa.gov by 1:00PM (EST) on August 25, 2016; late responses will not be considered. Receipt of all responses must be confirmed by the government. Responses must include the following: (a) Completed Business Declaration (Attachment III) (b) Name, title, and phone number of no more than two (2) people who will be attending the site visit on behalf of Interested Vendor (6) OTHER INFORMATION (a) Award of the resultant contract will be made to the responsible lowest price offeror who attended the mandatory site visit. (b) All potential vendors must be registered in the System for Award Management website (https://www.sam.gov/portal/public/SAM/) for consideration of this award. (c) Potential sources are cautioned that further public announcements may not be made and the SIR/RFP along with associated documents will only be released to vendors who attended the mandatory site visit. (d) A formal question and answer period regarding the complete SIR/RFP Package will open after the site visit once the formal SIR/RFP is released.
