Description
Request for Information The Federal Bureau of Investigation (FBI) is issuing this RFI, as defined in Federal Acquisition Regulation (FAR) 15.201(e). The Government is requesting information regarding the availability and capability of those companies who can provide equipment and services to meet the FBI's video summarization requirement. The information received as a result of this request will serve as a market research. The purpose of this RFI is to seek industry information about existing commercially available video summarization software/systems. This RFI is designed to conduct market research to determine the current level of technology and availability of such technology in the current market. The FBI is interested in obtaining information related to existing, fully developed, and integrated commercially available video summarization technology described in the following sections. Small businesses are encouraged to respond to this RFI in order to assist the FBI in determining the potential level of interest, and technical capability of the Small Business community. However, responses to this RFI are solicited from all interested parties. Over the years, there has been a tremendous reliance and growth in the collection of video data in support of investigations. These videos are extremely diverse in their content, and can vary in length from several minutes to a few days or more. It is therefore becoming increasingly important to extract a brief yet informative summary of these videos in order to enable a more efficient and engaging analysis during the review of these videos. The FBI is interested in learning more about video review tools to assist investigators and analyst by detecting and summarizing events of interest in video recordings. The system shall be capable of supporting various codecs and integrating with various Video Management System (VMS) platforms. The system shall be capable of processing an unlimited number of video files. It is also desirable that the system be capable of exporting summarized video clips, and/or still photos, for archival purposes. Information obtained from this RFI is for market research only. Information obtained from this RFI may be shared with other government agencies. All information shall be marked Procurement Sensitive and note if the vendor consents to the release of their information to other government agencies.
