Description
GRAND COULEE THIRD POWERPLANT G19, G20, G21 UPRATE and REHABILITATION Columbia Basin Project - Grand Coulee, Washington FOREWORD Work is located at the Third Powerplant of Grand Coulee Dam near the Town of Coulee Dam, Washington in Okanogan County. Principal components of the work consist of; design and model test of replacement runner, uprate generator, new stator and frame, fabrication of new runner, new wicket gates, and new generator shaft. Rehabilitation of turbine and generator components and replacement of auxiliary piping. The current base specification has only refurbishment of the existing rotor. One contract will be awarded for the Grand Coulee G19 - G21 generating unit rehabilitation to include only one model being tested in the independent laboratory. CONTRACTOR DESIGN INQURY What could be the possibilities and benefits if the rotor was replaced? Is there a potential for a higher rating above the current design goal of 770 MW? What components would be affected with the higher output? Responses to these questions and specification comments will remain confidential and can be emailed to Colby Clifford cclifford@usbr.gov. INDUSTRY DAY A kickoff meeting and scope of work at the site will start Monday, September 19, 2016 at 1:00 pm (PDT) for approximately four (4) hours. A safety Job Hazard Analysis (JHA) meeting held Tuesday, September 20, 2016 beginning at 8:00 am for approximately four (4) hours is required for entrance into the unit. Contractors should make arrangements by contacting Brian Clark by email to bdclark@usbr.gov by September 9, 2016 to guarantee admittance to the site. At this time only four (4) attendees will be allowed per company, provide attendee name(s), company name, phone number and address. In addition, foreign nationals will need to email a copy of their passport. Contractors not included on the attendee list will not be granted access to the Grand Coulee Facilities. A unit site visit will be after the September 20, 2016 safety meeting and continue until Thursday, September 22, 2016 at 4:00 pm (PDT). Attendees are to provide and wear safety boots, hard hats, safety vest, hearing protection, and eye protection. Tyvek suits are also recommended, but not required for additional clothing protection. ANTICIPATED SCHEDULE Draft specification issued on FedBizOpps.gov for industry review on or about August 17, 2016 Industry Day September 19 - 22, 2016 Comments due from manufacturers December 16, 2016 Issue RFP TBD Proposals due 6 months after RFP
