Description
The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health, (NCEH), Division of Laboratory Sciences (DLS), Newborn Screening and Molecular Biology Branch (NSMBB) intends to award a sole source firm-fixed price services contract to the Society for Inherited Metabolic Disorders; 18265 Lower Midhill Drive; West Linn, OR 97068-1359. This contract will be for a period of performance of 12-months. The statutory authority for this sole source acquisition is 10 U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1- Only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS Code for this procurement is 813920 (Professional Organizations). The Size Standard is $15 million dollars. The purpose of this procurement is to obtain contractor services to create a comprehensive web-based newborn screening educational program. The Society for Inherited Metabolic Disorders (SIMD) owns proprietary educational materials related to the detection and treatment of metabolic disorders that United States public health newborn screening laboratories endeavor to detect via their state public health newborn screening programs. This educational program will educate public health professionals from United States newborn screening programs and improve the quality of newborn screening in the United States. No solicitation will be posted to FedBizOpps. We will only issue a solicitation to the Society for Inherited Metabolic Disorders. The Society for Inherited Metabolic Disorders is the only source available to provide this service that meets mission critical requirements. This notice of intent is not a request for proposal. A determination to compete this procurement based on response to this notice is solely within the discretion of the Contracting Officer. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet this requirement. All responses must be sent in writing to Mr. Tim Williams via email to TLWilliams3@cdc.gov using solicitation number 2016-Q-65977 in the subject line, no later than 9:00am Eastern Time, September 3, 2016.
