Description: UPDATE: August 19, 2016: Reference: Traffic Flow Management Follow On (TFM2) SIR/RFO # DTFAWA-16-R-00010 The FAA has closed the question and comment period for the subject SIR/RFO as of 8/12/16, and is in the process of deliberating over industry comments, questions and recommendations, and development of responses. All questions submitted to the Contracting Officer by the above date, will receive an unattributed response as a part of an official SIR amendment on the FAA Contract Opportunities website. (https://faaco.faa.gov) The most significant aspects of the upcoming amendment are captured in the following high level concerns: 1. Industry 冱 request for additional proposal preparation time: FAA intends to issue an amendment to extend the proposal submission time. While the FAA is still deliberating over industry comments, it is FAA 冱 intent is to amend the SIR to include a reasonable extension commensurate with the magnitude of changes needed to address all industry comments. 2. Industry 冱 request to FAA to reconsider its approach to relevant past performance: The FAA intends to clarify the applicability of Attachment L-1 to the extent of intended flexibility in the past performance evaluation including subcontractor past performance and experience. 3. Industry 冱 request to FAA reconsider its approach to the cost & price evaluation: The FAA is considering ways to increase flexibility and reduce effort required from vendors to prepare a cost/price proposal. ***** End of 8/19/16 Update ***** ------------------------------------------------ UPDATE:6/3/2016 Description: The purpose of this announcement is to provide industry updated schedule information pertaining to the Traffic Flow Management 2 (TFM2) procurement. The FAA intends to release a Screening information Request (SIR)/ Request for Offer (RFO) within the next 60 days. To provide industry access to information as soon as feasible until the SIR is released in its entirety, information is being released on an incremental basis. This announcement accompanies the third release*. (*See ATTACHMENTS Provided) --------End of 3/2/2016 Update --------- UPDATE 02/23/2016: The purpose of this announcement is to provide industry updated information pertaining to the Traffic Flow Management 2 (TFM2) procurement. To provide industry access to information as soon as feasible until the SIR is released in its entirety, information is being released on an incremental basis. (*See ATTACHMENTS Provided) --------End of 2/23/2016 Update --------- UPDATE 02/05/2016: The purpose of this announcement is to provide industry updated information pertaining to the Traffic Flow Management 2 (TFM2) procurement. FAA has experienced schedule delays in the release of the TFM2 SIR/RFO. To provide industry access to information as soon as feasible until the SIR/RFO is released in its entirety, information is being released on an incremental basis. This announcement accompanies the first release*. (*See ATTACHMENTS Provided) --------End of 2/5/2016 Update --------- UPDATE 10/30/2015: The purpose of this update is to provide a revised draft SIR/RFI Questions and Answers document (first posted on May 29, 2015) with changes marked to reflect the current FAA position on several industry comments including: o Process for Earned Value Management System (EVMS) Plan submission and approval according to AMS Clauses 1.13-1 & 2; o Subcontracting Goals according to AMS Clause 3.6.1-4 (i.e. goals expressed in terms of percentages of total planned subcontracting dollars); and o Offeror access to TFMS GFI documentation -------- End of 10/30/2015 Update -------- The purpose of this announcement is to provide a status update to industry on the Traffic Flow Management 2 (TFM2) SIR/RFO. The FAA is revising the procurement schedule and expects to post more information in the near future, on or about October 12, 2015, including: Revised target dates for the TFM-2 procurement schedule to include RFO Release, Proposal Due, and Contract Award. Revised draft SIR/RFI Questions and Answers document (first posted on May 29, 2015) with changes marked to reflect current FAA position on several industry comments including: oProcess for Earned Value Management System (EVMS) Plan submission and approval according to AMS Clauses 1.13-1 & 2; oSubcontracting Goals according to AMS Clause 3.6.1-4 (i.e. goals expressed in terms of percentages of total planned subcontracting dollars); and oAdditional various draft TFM2 documents.
