- This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. Requesting Brand name or Equal Products based on the following Descriptions: The Phoenix VA Health Care System (PVAHCS), located at 650 E. Indian School Road Phoenix, AZ 85012, is seeking a potential qualified contractor to provide Data Innovations Instrument Manager in order to take advantage of advanced middleware developments which will improve the quality of Laboratory results transmitted to the patient medical record. Data Innovations Instrument Manager is also required in order to take advantage of the College of American Pathologists (CAP) e-LAB Solutions Connect. CAP e-LAB Solutions Connect enables automated proficiency test reporting, eliminating the need for manual transcription and reducing proficiency test failures while saving time, money, and resources. Data Innovations Instrument Manager is also required to incorporate Moving Averages (MA) (average of normal) and Laboratory Intelligence (LI) to the Instrument Manager base software. Moving Averages quality assurance capability provides a tool to continuously monitor instrument and test stability, providing early detection notification for subtle analytical shifts not always detected by standard QC methods. Laboratory Intelligence capability provides monitoring of overall workflow efficiencies, for example, overall and emergency department turn-around times, auto verification status, Test/Specimen Volumes per, Quality Indicators, and Quality Control violations, allowing laboratory managers to more quickly focus on key operational issues and isolate the root causes more easily. The Contractor shall provide all products, labor, and materials according to the SOW Specifications. The items required must meet or exceed the specifications listed below. Minimum requirements for implementing CAP e-LAB Solutions Connect: o Installation of middleware software (Instrument Manager version 8.07 or higher) with Specimen Management o Installation of the CAP driver (Instrument Manager connection for the CAP/DI driver) o Installation of CAP provided rules (Instrument Manager rules to route CAP PT results to e-LAB Solutions.) Minimum requirements for implementing Laboratory Intelligence (LI): o Installation of middleware software (Instrument Manager version 8.13 or higher) with Specimen Management Vendor shall provide licenses and training as required. Vendor shall provide online access to their Customer Web Portal, including, connection driver, manuals, and rules library. The vendor shall provide a twenty-four hour/seven-day service hotline with technical support. The vendor shall provide standard training on Instrument Manager Modules such as Data Collection, ODBC, Specimen Routing, Specimen Storage and Retrieval, Maintenance Manager, Moving Averages, and CAP e-LAB Solutions Connect. Contractors, contractor personnel, subcontractors, and subcontractor personnel shall be subject to the same Federal laws, regulations, standards, and VA Directives and Handbooks as VA and VA personnel regarding information and information system security.
