- Draft Air Force PWS Draft Army PWS The Mission and Installation Contracting Command (MICC) intends to competitively procure as a full and open competition, a hybrid Cost Plus Incentive Fee (CPIF) and Firm Fixed Price (FFP) contract. The contract is planned as a one-year base with nine one-year options as well as include the provision for extended services up to an additional 6 months for a total potential of ten and a half years to a single awardee for rotary-wing aircraft training and maintenance at Fort Rucker. Rotary maintenance on the Army's AH-64D/E Apache, Mi-17, UH-60A/L/M Black Hawk, OH-58C Kiowa, and CH-47D/F Chinook as well as the Air Force's advanced flight training TH-1 H Huey. The installation is also responsible for training in FAA-certified commercial aircraft from Bell Helicopter and the Airbus Helicopters Inc. Alabama sites at which Army pilots are trained include Fort Rucker, Cairns Army Airfield, Hanchey Army Heliport, Knox Army Heliport, Lowe Army Heliport, and Shell Army Heliport. The draft Performance Work Statements for both the Army and Air Force requirements are attached. This notice of intent is not a request for competitive proposals. A draft Request for Proposal (RFP) will be posted on the FedBizOpps website at http://www.fbo.gov/ on or about September 1, 2016. An Industry Day is scheduled to be held in early October 2016. Details for the Industry Day will be posted as soon as they are finalized. The final RFP will be posted on or about November 21, 2016.
