Description
The National Institutes of Health (NIH), Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intends to procure on a sole source basis with the University of Maryland, a research collaboration in identifying a neural signature risk for social communication delays using fNIRS/EEG and an infant action/observation task designed to capture mirror neuron network activity. This is part of an ongoing project entitled: "Mirror neuron network dysfunction as an early biomarker of neurodevelopmental disorder", between the Section on Functional and Analytical Biophotonics (SFAB) and Child Development Laboratory (CDL) at the University of Maryland in College Park, MD. This project has been funded through a reward of Bench to Bedside by the Clinical Center of NIH. In compliance with Federal Acquisition Regulation (FAR) 13.106-1(b) Soliciting from a single source. This solicitation is not a Small Business Set-Aside. This notice of intent is not a request for competitive proposals, however; all responses received, before the closing date, of this announcement will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. It is anticipated that the RFQ NIH-NICHD-16-157 will be available ten (10) days after the publication date of this synopsis. Receipt of quotations will be due five (5) days after the release of the RFQ. All interested parties to this solicitation may request a copy of the RFQ package via email Haunp@mail.nih.gov. All requests must contain offerors name, address, telephone number and fax number.
