- Synopsis: (1) Action Code : SOURCES SOUGHT This is a Sources Sought Notice only. This is not a request for proposal, but a survey to locate potential sources. This Sources Sought does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. It is for market research purposes only. Respondents will not be notified of the results of the evaluation. The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Specific Requirements: The three-week course is for managers and focuses on the systematic development of leaders at all levels of an organization (the concept of "everyone is a leader"). Besides teaching people how to lead individuals, the course coach's people on how to lead groups, organizations, and efforts toward change. For any organization, group dynamics can be the difference between success and failure. The course attendees study these dynamics to become adept at making groups cohesive and better able to reach organizational goals. The course emphasizes that law enforcement executives must create a culture in their organizations that is supportive of dispersed leadership. This means establishing expectations that all employees will take leadership initiatives at their levels of responsibility. The three-week course, typically taught one week a month over three months, emphasizes applied learning; it is very interactive and utilizes small group case studies, videos, role playing and class exercises to reinforce learning. Students are taught leader strategies for use in dealing with practical work place challenges. The course teaches participants the behavioral science theories to better understand how to lead individuals, groups, change, and organizations. Participants are challenged to use the theories and strategies taught to increase the motivation, satisfaction and performance within their organization and to support organizational change. Students attending are required to select a final project that interests the group and that will make a positive impact on their individual organizations. This project would be presented to the ATF Executive Staff during week three (final week) of the course D. Responses: All interested parties should notify this office in writing, mail, fax, or e-mail within the posted date. Responses shall include: (I) To what extent each of the specifications can be met. (II) Include your type of business (i.e. commercial, academia), whether your organization is classified as a large or small business based on the employee size 500 standard that accompanies NAICS code 611430. If a small business, you must also list any small disadvantaged status you hold HUBZone, 8(a), Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), etc.]. (III) Past experience/ performance through the description of completed projects. (IV) Include your capability statement.
