- Sources Sought Synopsis - Contractor Capability Survey - Engine Test Stand Repair Engine Test Stand Long Term Repair Contract PWS Robins AFB, GA is conducting market research for a repair effort to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements to support the repairs of A/M37T-20, -20A, -20B, -20C, -21, -21A, & -21D Type Engine Test Stands, Engine Adapter Kits, and the Engine Test Cell Instrumentation, Data, & Collection (ID&C) as well as supporting the relocation and commissioning of test stands as required due to relocation. Some ID&C repairs may include software changes that are driven by requirements. The contractor shall provide a phone based technical support to troubleshoot and/or resolve the field user's issue(s) to the maximum extent possible. The Air Force currently operates test stands worldwide, including but not limited to: throughout the United States, Europe, Japan, Korea, and some Foreign Military Sales (FMS) countries. The repair work may be performed at the site where the problem(s) or requirements exist, the contractor's facility, or, if necessary, a combination of both. All repair work performed shall conform to required Government and Industry regulations. The test stand, adapter kits, and ID&C shall be repaired in accordance with applicable Air Force Technical Orders (T.O.s). Sufficient tests shall be performed to ensure all issue(s) have been resolved before the job is considered complete. If repair is outside of the continental United States (OCONUS), the contractor must be in compliance with theater clearance and DFAR SPGI 225.74 per work order instructions. Support for any calibration that may be required shall also be provided as necessary. In instances where the work involves support for a relocated test stand, the job can consist of repair(s) as well as supporting preparation and verification of correct operation. During an effort involving a relocated unit, the contractor support for the commissioning shall include calibration and engine runs. The combination of all efforts (repair or relocation) requires the contractor to conduct mechanical, electrical and all other types of repairs that are required for Air Force Engine Test Stands, adapter kits, and ID&C worldwide in order to restore and maintain complete operational capability and ensure that the test stands function to current US Air Force Requirements.
