Description
Expressions of Interest Sought for Space Availability The U.S. Government seeks expressions of interest for new lease space for Clinical/Administration space to be located on the 1st Floor, yielding a minimum of 6089 Sq. Ft. (ABOA) and a maximum of 6600 Sq. Ft. (ABOA). The space must be in a class "A" building of modern design, energy star, efficient layout, while providing a safe and comfortable environment for patients and staff. The Government requires space to be available within the delineated area and on the first floor. The space must be fully service to include but not limited to parking, operating and maintenance, pest control, waste disposal, and amenities. The lease term requirement is for 15 years with 10 years firm and 5 additional years at the option of the Government. The space must be available for occupancy by June 30, 2017. There are two delineated areas as follow: The Government requests Space in areas bounded as follows for Betnesda: 1. ROCKLEDGE CLUSTER: NORTH: I-270 Spur SOUTH: Democracy Blvd EAST: Old Georgetown Road. WEST: I-270 Spur. 2. TWINBROOK CLUSTER: NORTH: Montrose Pkwy. SOUTH: Talbott Street. EAST: East Jefferson Street. WEST: Chapman Avenue. SUBMISSION REQUIREMENTS: Expressions of interest must be submitted in writing (electronic or paper) to The National Institutes of Health. Office of Acquisitions, Real Estate Contracting Branch. ATTN: Samuel Odilatu, Contracting Officer, 9000 Rockville Pike, Building 13, Suite 2E47, Bethesda, MD 20892-5738, odilatus@mail.nih.gov by NO LATER THAN August 23, 2016 at 3:00 p.m. EST and should include the following information at minimum: Building name and address and location of the available space within the building and floor plan. Rentable square feet available and expected fully serviced rental rate per rentable square foot on an annual basis. Additionally, please provide a breakout of operating expenses and taxes per RSF. ANSI/BOMA office area-(ABOA) square feet to be offered and expected rental rate per ABOA square foot, fully serviced. Tenant Improvement Allowance (TIA) of up to $130 per MONA, the offeror must be financially capable of providing up to $130 per usable square feet Amortized through the term of the lease. Building Specific Amorticed Capital (BSAC) of $10 per BOMA. Occupancy Required, June 30, 2017 Building ownership information Parking assigned to the Government on-site and its cost if any. Indicate whether expected rental rate includes the cost of Government parking. Energy efficiency and renewable energy features existing within the building List of building services provided. Lease must be an operating lease and adhered to OMB Circular A-II, Appendix A and B Name, address, telephone number, and email address of authorized contact. Your submittal for this expression of interest shall not include Market data relating to the advertisement of your facility. Offered space must meet Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 100 year flood plan. Expression of interest should not exceed 3 pages, single sided, single space with Arial 11 font size. CONFIDENTIALITY: No proprietary, classified, or sensitive information should be included in your response.
