Description
The 42nd Contracting Squadron at Maxwell AFB, AL hereby gives notice of its intent to award a sole source contract to ProQuest, LLC, 789 E. Eisenhower Pkwy, Ann Arbor, MI 48108. The North American Industry Classification System (NAICS) Code is 519130 and the small business size standard is 500 employees. Description of the Requirement: ProQuest, LLC (CCMI) will provide annual access for ProQuest Database Package; Syndetic Solutions; RefWorks; and Congressional Research Digital Collection. This Online Database Service provides an essential research capability in support of the Professional Military Education (PME) research needs of Air University (AU) students, both resident and distance learners. They are fully browsable and searchable electronic databases which include in-depth coverage of and access to historical documents, academic research and reports of the Congressional Research Service. This information is required in order to meet the requirements of Air War College, Air Command and Staff College and the School of Advanced Air and Space Studies. The subscriptions are for access to current and historical documents from newspapers, dissertations, theses, scholarly journals, television and radio broadcasts, wire services, press releases, government documents and archives, company annual reports, books, and maps. ProQuest is the official digital dissertations archive for the Library of Congress. ProQuest is unique in that they provide not only timely up-to-date information, but historical documents from many government, scholarly and news sources. They allow subscribing libraries to select from a menu of enrichment options which include cover images, summaries, tables of contents, first chapters, excerpts, reviews, series information, awards, find similar titles, author notes and profiles, etc., helping to discover titles that are undetectable through traditional Machine-Readable Cataloging record (MARC) data searches. The arrangement, composition and compilation of the material contained in Syndetic's Catalog Enrichment Service are unique to Syndetic Solutions and available only from ProQuest. A research tool that allows users to track and create references for scholarly, academic research. RefWorks provides tools and services for every phase of research: discovering developments, finding grants, identifying collaborators and thought leaders, managing research information, sharing resources, writing papers, and locating opportunities to present or publish findings. RefWorks is web-based, which provides its users an online collaboration space so that groups in many locations can work together. They provide access to the Reports of the Congressional Research Service and Committee Prints. All documents are full-text searchable in PDF format. These reports and prints have been prepared for Members of Congress by subject matter experts to provide them with information on issues in a legislative context. Each collection contains the Reports and Committee Prints for the following years: Collection B covers 2004-2010; Collection C covers 2011; Collection D covers 2012; Collection E covers 2013; Collection F covers 2014; Collection G covers 2015; and Collection H covers 2016. Access to this information is necessary for research performed by Air University students and faculty. NOTES OF IMPORTANCE: 1. This is not a request for quotes and no solicitation is available. 2. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received in response to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. 3. Respondents are discouraged from submitting any information deemed competition-sensitive or proprietary. 4. Respondents will not be reimbursed for any costs incurred in responding to this intent to sole source (ISS). Information submitted will not be returned to the respective respondents. 5. Oral submissions of information will not be considered in response to this ISS. This sole source procurement is under the authority of FAR 13.106-1(b). This will be a firm-fixed price contract for a period of performance of: Base Year: 1 Oct 2016 to 30 Sep 2017 Option Year 1: 1 Oct 2017 to 30 Sep 2018 Option Year 2: 1 Oct 2018 to 30 Sep 2019 Option Year 3: 1 Oct 2019 to 30 Sep 2020 Option Year 4: 1 Oct 2020 to 30 Sep 2021 To assist the Government in determining if this acquisition is available for competition, please provide the following information: 1. CAPABILITIES: Please address the following regarding your capabilities in meeting the requirement described above. a. Is your company capable of meeting the entire requirement?
