- Notice of Intent to Sole Source Number: W9127N-16-P-0115 Agency: Department of the Army Office: U.S. Army Corps of Engineers Location: USACE District, Portland Classification Code: 99 - Miscellaneous Items NAICS Code: 333999 - All Other Miscellaneous General Purpose Machinery Manufacturing Notice Type: Special Notice Synopsis: This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopses of Proposed Contract Actions" US Army Corps of Engineers, Portland District intends to negotiate/award a sole-source, Firm-Fixed Price contract with Clear Edge Filtration, Inc. Bonneville Dam utilizes polyester belting for its Submersible Traveling Screens. The SCAPA Mesh Panels Manufactured by Clear Edge (Madison Filter Co.) have been used at Bonneville Dam for the past fifteen years with outstanding results. Then panels have extremely long use life and no recorded failures to date. The panels are proven fish friendly, proven not to de-scale fish, and have proved to move fish past the STS with above average efficiencies. It is critical that we maintain consistency with our parts to the fish screens because one failed or inferior component can have fitment problems, lead to increased maintenance times, and impact other critical components that make up the rest of the STS. The impact of a failed screen during fish passage season results in the shutdown of a generator, thus further impacting power generation and increasing unscheduled maintenance. A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 333999 Instrument Manufacturing. The size standard as defined by the U.S. Small Business Administration is 500 employees. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. All responsible sources may submit a capability statement, proposal or quote to the contracting officer before the notice end date. If no affirmative written responses are received by 08:00 AM Pacific Daylight Time on September 6, 2016 an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
