- QUANITY: 01 TRANSACTION NUMBER: 644-16-4-201-0364 This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Requesting Brand name or Equal Products based on the following Descriptions: The Phoenix VA Health Care System (PVAHCS), located at 650 E. Indian School Road Phoenix, AZ 85012, is seeking a potential qualified contractor to provide EndoVault GI Procedure Recording System (A Product of EndoSoft/A Division of Utech Products, Inc.), EndoVault Network Base Module Server License, EndoVault Network Specialty Workstation Software License, EndoSoft High-Definition USB Image/Video Capture and Communication Cable with Software 6', EndoVault Network Administrative Software Workstation License, EndoVault Network Electronic Nursing Record Software Workstation License, EndoSoft DICOM Interface with VISTA Imaging Work List and Storage and Encapsulated PDF, Data and Image Integration with Given Capsule Endoscopy - Orders, Data and Image Integration with Given Capsule Endoscopy - Results, Hospital/Practice Information System Interface HL7-ADT, Hospital/Practice Information System Interface HL7-ORD, Hospital/Practice Information System Interface HL7-OBR, EndoSoft Data Migration from both Olympus EndoWorks and CORI, EndoSoft Training and EndoSoft Yearly Software, Service, Support and Update Contract. Designed specifically for the GI environment, EndoVault GI 3.0 is a complete 2014 Edition and is a is a Meaningful Use Certified completed "Electronic Health Record" (EHR), as well as "Electronic Nursing Record" (ENR). With this upgraded system, GI providers have the ability to quickly and accurately document each patient visit from the consent to discharge, as well as log and save all of the patient's data in one complete records. It offers a built in coding mechanism and this correlates directly to billing codes to ensure appropriate reimbursement as well as full and accurate for both facility and physician fees, simplifies audits and improves potential revenue recognition. EndoVault allows clear, comprehensive and complete procedure documentation, EHR, ENR, practice management, anesthesia documentation, pathology requisition and results, image and video management, abdominal ultrasound documentation, disinfection and sterilization management, quality reporting, inventory management, GI pathology module, recall management, patient portal, kiosk and analytics. It provides GI specific medical content, i.e., colonoscopy, sigmoidoscopy, gastroscopy, ERCP, EUS, liver biopsy, paracentesis, enteroscopy, capsule endoscopy and more. Migrating data and upgrading to a new solution may cause constraints on your budget. At Endo/soft, we are here to help making the upgrade to EndoVault as smooth as possible providing you with the shortest return on investment. EndoVault was designed with departmental workflow in mind and offers fully customizable reports, image and HD video capture as well as database management. It will be held on the server where the EndoVault GI Procedure Recording Upgrade System will be installed. The procedure recording software upgrade will be downloaded by IRM to the Endoscopy Rooms where the reports are put in by the physicians/nurses. This purchase is for the entire Endovault GI Procedure Recording System with software license for the procedure report and images/videos to be completed. Where will the equipment being requested be used: This EndoVault GI Procedure Recording System is an upgrade from the Olympus EndoWorks System we now have. Olympus will no longer support the EndoWorks Software License for our existing equipment. This upgraded system will be located in the GI Department on the 6th floor in the following Rooms: D611, D613, D615, D617, D618, D621, D622, and travel cart. Dictation centers will be in ALL Physician's Offices, (Rooms D614, D626A D626B, D626C, D626D, D626E, D626F, D626G, D637A and D638A). Who will be using the equipment being requested: This EndoVault upgraded system will be used by nurses and physicians for all their documentation needs, i.e., procedure reports, images and videos. It will be used in the GI Endoscopy rooms as well as the Physician's Offices and will be located in the GI Department on the 6th floor in the following Procedure Rooms: D611, D613, D615, D617, D618, D621, D622, and travel cart. Dictation centers will be in ALL Physician's Offices, (Rooms D626A D626B, D626C, D626D, D626E, D626F, D626G and Room D614. Justification: Currently we have no endoscopic software recording system as our previous system is no longer being supported and we were forced to stop using it. The imaging part of the software will capture the endoscopic pictures and place them in Vista imaging and will be part of the patient's chart for improved clinical access among providers and procedural documentation. This software will provide a concise and permanent record of the reports with a direct connection to CPRS. By using this software package all of the GI quality indicators required for reporting by the VA and JCHAO will be part of the endoscopic documentation and will be searchable through EndoVault. This software package will allow for all queries related to complications, scopes used and personal performing the procedures. All statistics required by the facility and the invasive procedures committee will be accessible through this software package. We are unable to provide the degree of patient care in a timely manner in the absence of an endoscopic software package such as the one requested. Up until recently we were using CORI which was being provided by the NIH, that support stopped and it was taken over by a private company at an unacceptable cost. We were told to stop using it to avoid unappropriated funds and now we have no software package to record our procedures. Consequently the flow in the endoscopy section is suffering and we will likely have to decrease the number of procedures being done on a given day; our procedure documentation is lacking important and critical information; we are unable to generate needed queries.
