Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is 40287032S and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89. The associated North American Industrial Classification System (NAICS) code for this procurement is 321991 with a small business size standard of 500.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2016-08-24 14:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Karnack, TX 75661 The DOI Fish & Wildlife Service requires the following items, Meet or Exceed, to the following: LI 001: Refrigerated Tandem Axle Trailer with the following specifications: - 7ft (W) x 12ft (L) Box Dimension - Full back door opening - Insulation on walls, ceiling, floor and rear door - Freezer curtain strips at rear door - 110 volt cooling unit on 15 amp power cables - Ceiling light - (2) 5,000 axles with electric brakes - 2-5/16in hitch with 7 way electrical plug - Heavy duty 5,000lb tongue jack with caster wheel - 60in heavy duty front tongue brace for generator - All LED exterior lighting - 24in height aluminum tread plate stone guard - 6ft interior height - New 5,500 watt generator with engine mounted on tongue Priced to include delivery to Karnack, TX 75661. QUESTIONS AND ANSWERS CONCERNING SPECIFICATIONS: Q1) What temperature will be maintained inside t he trailer? A1) Seedlings will need to be at around 34 to 36 F degrees. Wildlife specimens will need to go lower - below freezing. Q2) What type of rear door is required, Swing down ramp type or double seeing open door hinged on the sides? A2) Prefer the double hinged on the sides to prevent the loading of ATVs. Q3) How much insulation is required in walls floors and roof? A3) 4 inches in the roof and walls. The floor would likely need that much too. Q4) Does it need to cool items placed inside the cooler down in a set period of time? A4) Yes, it needs to obtain the mid 30s in a reasonable time. It will already be around 50 to 60 degrees in the winter. Unit can be kept under shade at most locations - out of sun. Q5) If so, what will be put into the box and at what temperature? A5) Seedlings are boxed or bagged around 1,000 or 500 per box and would be in the mid 30s. Wildlife specimens will be hopefully wrapped in a tarp and need to be able to drop into the 20s or lower. Q6) Will a higher interior be acceptable? A6) Yes but no higher than 7'0" tall interior., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, DOI Fish & Wildlife Service intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DOI Fish & Wildlife Service is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration.
