- Description
- The Naval Medical Logistics Command (NMLC) intends to negotiate a modification on a sole source basis (IAW FAR Part 13.501(a)). The proposed source is Emergency Care Research Institute (ECRI), 520 Butler Pike, Plymouth Meeting, PA 19462. Naval Medical Logistics Command (NMLC) has a requirement to modify N62645-14-P-2091 to add subscriptions for the following ECRI proprietary products in support of the Joint Medical Logistics Financial Development Center (JMLFDC): Health Devices Gold, Alert Tracker, Biomedical Benchmark and IPM software. IPM software is a component of Biomedical Benchmark. The subscriptions are currently being provided, to JMLFDC, under contract W81XWX-11-P-0777 which is due to expire 30 September 2016. As a result, the modification to add the subscriptions in support of the JMLFDC to N62645-14-P-2091 will have an initial performance period of 01 October 2016 to 29 September 2017 with two 12-month option periods. The subscriptions shall compile, update and have data available in near real time. Data shall encompass a collection of laboratory evaluations of medical devices that can be used to support objective decision making on technology purchases. If a serious safety concern is identified during the laboratory evaluations of medical devices, a report shall be generated and submitted to all subscribed entities. The data shall be stored in a database that is accessible through an internet portal that is password protected. The database shall also be able to compile a listing of quality control issue alerts from original equipment manufacturers (OEMs) and the Federal Drug Administration (FDA) and distribute the list to all subscribed entities. The database shall be able to perform a comparison between multiple medical devices at various facilities. The database shall provide a Medical Treatment Facility (MTF) the ability to assess how its health care technology maintenance technicians are performing in comparison to other MTF technicians. This notice of intent is not a request for competitive proposals; however, if a vendor challenges the basis of this requirement, please email challenges and product capability statements (formats for submission: PDF, MS Word, or MS Excel) to Jayme L. No phone calls will be accepted. Please note that a determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
