Description
U.S. Customs and Border Protection (CBP) intends to negotiate on a sole source basis, under authority of FAR 6.302-1, with Laser Light Solutions to support CBP's Southwest region Laboratory requirement for a Dual Forensic Laser. The U.S. Customs and Border Protection (CBP) Laboratories and Scientific Services Directorate (LSSD) Southwest Regional Science Center (SWRSC) has a need for a dual forensic LASER system capable of generating a LASER light at both 445nm and 532nm frequencies. This system will be used to excite fluorescence imaging dust, glue, powder, dyes, and reagents used to develop latent prints on evidentiary items in the laboratory and in the field. The Southwest laboratory conducted market research and results of the research showed that only Laser Light Solutions could provide a system required. The Government intends to solicit and negotiate directly with Laser Light Solutions. No solicitation package will be issued. This notice of intent is not a request for competitive proposal. If any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can support the requirement. A determination to compete this action based on the responses received is at the sole discretion of the Government. All interested parties must express their capabilities in writing via email to john.marschall@dhs.gov. Verifications of receipt of responses are the sole responsibility of the interested party. If no responsive statements are received by August 24, 2016 at 4:00 PM EDT, an award will be made to Laser Light Solutions. The anticipated award date is August 30, 2016.
