Description

Request for Quote (RFQ) for FOIAXpress Software Maintenance Renewal SYNOPSIS This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The U.S. Army Contracting Command - New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of the U.S. Army Inspector General's Office (DAIG), intends to award a purchase order for FOIAXpress Annual Software Maintenance Renewal, End User Help Desk Support, and FOIAXpress Software-As-A-Service (SaaS). DAIG requires FOIAXpress Software Maintenance to support their current FOIAXpress subscriptions. The DAIG uses FOIAXpress for processing Freedom of Information Act (FOIA) and Privacy Act (PA) requests. The contractor shall be responsible for providing all updates, upgrades, patches, and technical service support for the currently owned FOIAXpress licenses. The Government intends to fulfill this requirement via a sole source, Firm-Fixed-Price (FFP), purchase order, to AINS, Inc. Pursuant to FAR 13.106-1(b)(1), for purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. All responsible sources may submit a quotation in response to this combined synopsis/solicitation, which shall be considered by the agency. The applicable NAICS code is 511210 and the PSC code is 7030.
