- FAR 52.212-5 Clauses Instructions to Offerors SOW Combined Synopsis/Silicitation DTFR53-16-Q-00008 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and under the authority of FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Request for Quotation (RFQ) is issued under Request for Quote No. DTFR5316Q00008 and includes incorporated provisions and clauses in effect through Federal Acquisition Circular 2005-88. The North American Industry Classification System (NAICS) Codes which relate to this procurement are 541690 "Other Scientific and Technical Consulting Services" with a Small Business Administration (SBA) size standard of $15.0 million dollars, 541720 "Research and Development in the Social Sciences and Humanities" with a SBA size standard of $20.5 million dollars, 541990 "All Other Professional, Scientific and Technical Services" with a SBA size standard of $15.0 million dollars and 611710 "Educational Support Services" with a SBA size standard of $15.0 million. ********************************************************* This requirement is set aside for SMALL BUSINESSES which are WOMAN OWNED (WOSB) ********************************************************* Description: The Federal Railroad Administration (FRA) solicits your quotation to assist the Office of Research and Development in Program Evaluation Capacity Building by providing on-going program and technical evaluation advisory and educational support to Program and Project Managers when conducting internal evaluations. The FRA estimates that the ratio of level of effort between Task 1 and Tasks 2 and 3 combined is 3:1. The following provisions and clauses apply to the solicitation The FAR Clause at 52.212-1, Instructions to Offerors-Commercial Items. Each offeror is required to submit their Request for proposal as specified in FAR Provision 52.212-1, Evaluation-Commercial Items; 52.212-2 Instructions to Offerors-Commercial Items; 52.212-3, Offeror Representations and Certifications -- Commercial Item; 52.212-4 Contract Terms and Conditions - Commercial Items, 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (applicable clauses included as attachment 1) and 52.203-98 Prohibition on Contracting with Entities that Require Certain Internal Confidentiality Agreements. Interested vendors are reminded that award can only be made to a contractor who is registered in accordance with FAR 52.204-7. Additionally, in accordance with FAR 12.302, the FAR Clause at 52.212-1 is tailored to include the information in the attached addendum below: Instructions: Interested vendors shall prepare their quotation in accordance with the attached "Statement of Work (SOW)" and ‘Instructions to Offerors." Quote Submission: The Government will make award to the responsive, responsible offeror whose quotation represents the best value to the Government. Evaluation factors are presented in order of importance. Evaluation factors other than price, when combined, are more important than price. Quotes are due no later than 3:00 PM EST, Thursday, 09/ 08/2016 and shall be submitted by email to the Contract Specialist, Isaac Rosier, Jr., at isaac.rosier@dot.gov. Questions regarding this request are due no later than 3:00 PM EST, Thursday, 09/01/2016 and shall be submitted by e-mail to the Contract Specialist, Isaac Rosier, Jr., at isaac.rosier@dot.gov. FRA anticipates providing answers to questions within 48 hours. Offerors are highly encouraged to ask questions.
