- LX(R) OEM INDUSTRY DAY REGISTRATION FORM This Special Notice is for the purpose of announcing that Program Executive Office, Ships (PMS 317) intends to conduct an Industry Day event for LX(R) Amphibious Ship Replacement Program prospective Original Equipment Manufacturers (OEMs) in Philadelphia, Pennsylvania October 5-6, 2016. Background: The LX(R) program will build a new class of 11 amphibious ships for the Navy, with intended first procurement in FY2020. LX(R)s are to replace 12 aging Whidbey Island/Harpers Ferry (LSD-41/49) class amphibious ships, the first of which will reach age 40 in 2025. The design of the LX(R) is to be derived from the design of the Navy's San Antonio (LPD-17) class amphibious ships. The primary function of Navy amphibious ships is to lift (i.e., transport) U.S. Marines and their equipment and supplies to distant operating areas, and enable Marines to conduct expeditionary operations ashore in those areas. Although amphibious ships are designed to support Marine landings against opposing military forces, they are also used for operations throughout the range of military operations. The Navy is focused on affordability and schedule acceleration for ship design and construction of the LX(R) program. The Navy understands the value of shipbuilding industry participation to better understand the major cost and quality drivers, discover cost reduction / avoidance opportunities, and refine cost estimates. Industry Day Information: The LX(R) Industry Day event intends to facilitate an open discussion between the Navy (PMS317), shipyards (HII and NASSCO), and potential systems suppliers, communicate the objectives of the program, and conduct technical discussions on system requirements. OEM system suppliers will be expected to contribute to open dialogue and propose improvement ideas to the Navy's Program Office. Dedicated one-on-one workshops with the program office will provide an additional opportunity to address ship specifications that drive cost and complexity. Additional information about the structure of Technical Workshops will be provided with registration confirmations. The LX(R) OEM Industry Day event will be held at the Philadelphia Navy Yard Building 77L, 1000 Kitty Hawk Avenue, Philadelphia, Pennsylvania 19112. The following events are tentatively scheduled as follows: General Session: Date: October 5, 2016 Time: 9:00 AM to 12:00 PM EST Technical Workshops and Affordability Discussions: Date: October 5, 2016 Time: 1:00 PM to 5:00 PM EST Date: October 6, 2016 Time: 9:00 AM to 5:00 PM EST While the OEM Industry Day is open to all potential suppliers for LX(R), the preliminary agenda will include detailed Technical Workshops on the below targeted systems. These systems are subject to change and will be finalized after registration closes. • Valves, Pumps and Motors to include Control/Regulating Valves (motor operated and pneumatic valves) • Mission Systems to include Cranes, Doors, Elevators, Bridge Cranes, Electric Anchor Windlass & Mooring Capstans (Commercialized), and Well Deck synthetic batter board/decking material • Electrical Distribution to include Cable, Power Panels, Transformers, Switchgear, Electric Plant Controls, and Lighting • Forgings, Castings, and Shafting • HVAC Systems and Components • Auxiliary Systems to include Reverse Osmosis Units and Modular Reefers • Controllable Pitch Propeller • Modular Installations Registration: This event is only open to United States citizens. A United States citizen is defined as a person that is a natural-born citizen within the United States or a person that was admitted lawfully into the United States for permanent residence. The registration form is attached to this announcement. Attendees must include a copy of a valid DD Form 2345 (Military Critical Technical Data Agreement) with their registration submission. A valid DD Form 2345 can be found at: http://www.dtic.mil/whs/directives/forms/eforms/dd2345.pdf During registration, each supplier may request a section of the DRAFT Ship Specifications to facilitate better understanding of the Navy's requirements and to encourage Industry development of affordability and complexity reduction ideas. Suppliers may also request a separate individual meeting to facilitate an Affordability Discussion with the LX(R) Program Office and present cost reduction or spec improvement ideas. These sessions will be scheduled based on availability. Please submit completed registration packages no later than 5:00 PM EST on September 23, 2016 to the POC identified below. It is requested that registration responses be coordinated by a single point of contact per company. Once registration is processed, respondents will receive a read ahead package containing further information on the Industry Day event. Industry participation is voluntary and no entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of attendance at the Industry Day event. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. There is no funding associated with this announcement. Specific acquisition strategy or contractual plans for the LX(R) Program will not be addressed during the Industry Day event. Industry questions and answers resulting from the briefing will be made publicly available after the Industry Day event via the Federal Business Opportunities (FBO) website (https://www.fbo.gov/).
