Description
IFB for Program 4506-S U.S. GOVERNMENT PUBLISHING OFFICE 200 N. LaSalle St., Suite 810 Chicago, IL 60601-1055 GENERAL TERMS, CONDITIONS, AND SPECIFICATIONS For the Procurement of Microfilm and Digital Archival Records of Drawings, Documents, Photos as requisitioned from the U.S. Government Publishing Office (GPO) by the U.S. Army Corps of Engineers, Minneapolis/St. Paul, MN Single Award BID OPENING: Bids shall be publicly opened at 2 p.m. prevailing Chicago, IL time on September 7, 2016. BID SUBMISSION: Facsimile bids are acceptable (see GPO Contract Terms, Pub. 310.2, 5/99). To submit a bid, the contractor must return a signed and completed GPO Bid Form 910, a completed "Schedule of Prices". Send bids to U.S. Government Publishing Office, Suite 810, 200 N. LaSalle St., Chicago, IL 60601, or fax bids to 312-886-2057. CONTRACT TERM: The term of this contract is for the period beginning Date of Award and ending August 31, 2017, plus up to four optional 12-month extension period(s) that may be added in accordance with the "Option to Extend the Contract Term" clause in this contract. PRODUCTION AREA: It is assumed that all production facilities used in the manufacture of the product(s) ordered under this contract will be located within a 50-mile radius of the agency location in Minneapolis/St. Paul, MN. Any bidder intending to use production facilities outside this area should furnish information, with the bid, which will on its face demonstrate ability to meet the schedule requirements. Production facilities cannot be located outside of the U.S. The determination by the Government of the acceptability of this information in no way relieves the successful bidder of the responsibility for compliance with these schedule requirements. SPECIAL ATTENTION IS DIRECTED TO THE FOLLOWING ITEMS: Due to the sensitivity of the Government furnished materials, all pick-up and return of government furnished materials must be completed in a secure manner which prevents loss, theft, or unauthorized access. See "Security" on page 6 for additional information. Bidders are also to note the "Preaward Test", "Preaward Survey", "Quality Control", and "Contractor to Furnish" clauses herein. Note: This is a new contract. No previous specifications or abstracts exist. Bidders are directed to review the schedule and "Emergency Return of Furnished Materials" requirements carefully. SCOPE: These specifications cover the secure production of microfilm and archival PDFs and TIFFs produced from sensitive large-format documents, and from letter- and tabloid-size documents, requiring such operations as secure pickup of furnished materials in a contractor-owned vehicle including item-by-item check out process, document inspection and preparation, light-, medium-, and heavy-intervention levels of document disassembly and re-assembly, scanning/imaging of various size documents primarily large-format drawings but also smaller letter- and tabloid-size documents, microfilm production, blueprint image reversal, quality assurance checks; metadata tagging, creation of indexes, archiving of files onto agency-provided hard drives, packing, labeling, secure delivery of finished product, and secure item-by-item check in return of furnished materials.
