- JUSTIFICATION AND APPROVAL FOR USE OF OTHER THAN FULL AN OPEN COMPETITION Marine Corps Base, Quantico, VA hereby gives notice of an intent to award a sole source 6-Month follow-on contract under the authority of FAR 6.302-1(a)(2)(iii)(B), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." A solicitation will not be issued. The associated NAICS Code for this acquisition is 561110, size standard is $7,500,000. The Marine Corps Installations National Capitol Region - Regional Contracting Office intends to award a Firm Fixed Price sole source contract to Homeland Security Solutions Incorporate (HSSI), 2 Eaton Street, Suite 506, Hampton, VA 23669. The period of performance is 11 September 2016 through 10 March 2017. This requirement is to provide continuity of services for Headquarters Marine Corps (HQMC), Marine Corps Civilian Law Enforcement Program. This support provides program management support, training services, and non-guard security support services for a centrally managed law enforcement program. Performance of these services are required within twenty-four CONUS and OCONUS locations. A formal solicitation was not developed. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested firms may submit information that indicates their ability to satisfy this requirement. All responsible sources may submit a response which if timely received, will be considered by the agency.
